At the same time, the parties are encouraged to enter into long-term lease contracts and establish a stable lease relationship.

  The consultation draft also proposes to strengthen the management of market entities and standardize the order of the housing rental market.

The first is to strengthen the supervision of individual "second landlords"; the second is to strengthen the management of real estate brokerage agencies and housing leasing companies, including establishing a filing system, real-name employment of employees, standardizing the release of housing information, implementing contract online signing, and capital supervision. The third is to put forward a series of requirements for operators of online information platforms that publish housing information.

  In addition, the consultation draft proposes to insist on paying equal attention to service supervision and enhance the people's sense of gain.

The first is to clearly establish and improve the city's unified public service platform for housing leasing, to provide "one-stop" services, and to strengthen information sharing and business collaboration; the second is to strengthen the guarantee of tenants' enjoyment of public services and convenience; the third is to establish rental price monitoring The fourth is to make it clear that in the event of emergencies, the basic life of the lessee and co-occupants should be guaranteed.
