This is stated in the list of instructions published on the Kremlin website. 

“Taking into account the earlier given instructions, consider the issue of forming indicative plans for the export of coal products from the constituent entities of the Russian Federation for export in the east, including taking into account the possibility of linking the volume of such export to the volume of supplies of these products to the domestic market,” the document says.

The government was instructed to submit a report on this issue by December 1, 2022.

Earlier, Deputy Head of the Russian Ministry of Energy Sergey Mochalnikov said that coal production in Russia fell by less than 1% over the eight months of this year.
