Panzhihua City is the only city in China named after a flower. It was born due to the national third-tier construction. The world-famous "Ivory Micro-Carved Steel City" Panzhihua Iron and Steel was built here.
After thousands of trials, Panzhihua Iron and Steel Co., Ltd. has overcome the world-class problem of smelting high-titanium vanadium-titanomagnetite in ordinary blast furnaces, opened the "door" of Panzhihua's treasure trove of resources, and has become one of China's major steel bases.
However, after more than half a century of development, problems such as resource dependence, low industrial level, and high pressure on the ecological environment have become increasingly prominent. Panzhihua is in urgent need of transformation.

Among the "three major strategies" proposed by the Panzhihua Municipal Party Committee at the beginning of this year and vigorously implemented, two are the strategy of strengthening the city by industry and the strategy of green and low carbon.
Facing the situation of "one industry dominates" in the iron and steel industry, Zhang Zhenghong said that Panzhihua used to be an "iron rice bowl". "Titanium Vanadium Bowl" will continue to meet the needs of aerospace, defense and military industry, medical equipment, large-scale energy storage and other fields, and strive to achieve a total output value of vanadium and titanium industry exceeding 100 billion yuan (RMB, the same below) by 2025.
He explained that the development of vanadium and titanium resources seems to have high energy load, but in terms of the ratio of output value to energy consumption and the entire industry chain, it actually has strong green and low-carbon industrial characteristics.
In addition to awakening dormant resources such as vanadium and titanium, Panzhihua also regards the development of clean energy such as wind, light, and hydrogen energy as another "key" to unlock the green and low carbonization of the industry.
According to the local plan, by 2030, the installed capacity of clean energy power will reach 16.7 million kilowatts, the hydrogen energy industry will become one of the pillar industries in Panzhihua, and the green and low-carbon industry will achieve an operating income of more than 100 billion yuan.

Hydrogen energy is known as the clean energy with the most development potential in the 21st century. At present, China is the largest hydrogen producer in the world.
Zhang Zhenghong believes that Panzhihua has unique advantages in developing the hydrogen energy industry.
As a resource-based industrial city, Panzhihua has relatively complete elements of the entire hydrogen energy industry chain, and has a good foundation and outstanding advantages in hydrogen production, hydrogen storage, hydrogen transmission, and hydrogen use.
Zhang Zhenghong introduced that the Jinsha River and the Yalong River run through the whole of Panzhihua, where the annual sunshine is about 2,700 hours, the water, wind, wind and solar energy are rich in clean energy, and the photovoltaic and wind power resources are about 9 million kilowatts to be developed. .
At the same time, Xinyu Chemical, Longbai Group, Panzhihua Iron and Steel Group and other chlor-alkali coking enterprises have gathered, and the technology of hydrogen production from chlor-alkali by-product gas and coke oven gas is mature and low in cost.
This makes Panzhihua advantageous in both industrial by-products and renewable energy hydrogen production, and can develop various ways to produce hydrogen.
From the perspective of hydrogen storage, Zhang Zhenghong introduced that vanadium, titanium and graphite are important functional materials for the development of the hydrogen energy industry.
Panzhihua is the "Vanadium and Titanium Capital of China", and vanadium has great potential in the energy storage industry. Currently, Panzhihua is promoting the construction of pilot demonstration projects for hydrogen storage, exploring the development of all-vanadium redox flow batteries, manufacturing of high-pressure hydrogen storage containers and other industries.
At the same time, the local proven reserves of crystalline graphite are more than 15 million tons, and the supporting industrial systems for new energy batteries such as iron phosphate, lithium titanate, and graphite anodes are gradually taking shape, which can support the development of the entire hydrogen energy industry chain and lithium batteries and other energy storage projects. .
From the perspective of hydrogen use, Panzhihua has a good industrial foundation, and there is a large demand for hydrogen energy applications in many fields such as transportation, iron and steel metallurgy, and power generation.
Taking iron, vanadium and titanium metallurgy as an example, the use of hydrogen to directly remove oxygen from solid ores is an important way to reduce emissions and decarbonize the iron and steel, vanadium and titanium industries.
The hydrogen energy industry in Panzhihua is accelerating.
Zhang Zhenghong revealed that recently, Xinyu Chemical's hydrogen production demonstration project with an annual output of 1,000 tons of chlor-alkali chemical by-products was completed. This is the first hydrogen production demonstration line in Panxi.
Zhang Zhenghong hopes that in the future, in the national hydrogen energy industry development chain, Panzhihua will be built into a regional hydrogen energy supply center, a regional hydrogen fuel logistics network hub and a hydrogen energy high-end equipment manufacturing base.
