Zhang Zhihua, deputy director of the High-Tech Department of China's National Development and Reform Commission, said on the 26th that during the "14th Five-Year Plan" and for a long period of time in the future, China's investment prospects for new infrastructure construction will continue to improve.
Zhang Zhihua said at a press conference held by the National Development and Reform Commission on the same day that China's new infrastructure construction has achieved initial results, which can be summarized into three "accelerations": accelerating the upgrading of information infrastructure, accelerating the deployment of integrated infrastructure, and accelerating the optimization of innovation infrastructure.
For example, he said that in the past ten years, the length of optical fibers built in China has increased by about 2.7 times, mobile communication has changed from "4G parallel operation" to "5G leadership", and "5G access to every county and broadband to every village", the next generation of Internet technology has accelerated. The application, network scale and application level are leading in the world.
China has also built a relatively complete system of major scientific and technological infrastructure. Of the 77 major national scientific and technological infrastructures that have been deployed, 32 have been completed and put into operation, and some of them have entered the world's first phalanx.
Zhang Zhihua pointed out that the construction of new infrastructure, which is connected with expanding domestic demand and improving people's livelihood, and connecting with technological innovation and industrial development, has important practical significance for optimizing investment structure and creating new demand with high-quality supply.
He introduced that in June this year, the State Council issued a special policy to use policy-based development financial tools to support major infrastructure construction, and recently launched special re-loans and financial discounts to support the renovation of equipment in some areas.
Both initiatives put new infrastructure in the focus of support.
With the implementation of these policies, a number of new infrastructure construction projects will be launched at an accelerated pace, playing an active role in stabilizing investment and expanding domestic demand.
Zhang Zhihua said that the National Development and Reform Commission will further increase its efforts to support the construction of new infrastructure.
For example, in terms of strengthening overall planning, the construction planning and implementation plans for major scientific and technological infrastructure, national civil space infrastructure and other fields should be well implemented.
Guide telecom operators to make overall arrangements for 5G and optical fiber network construction.
The government will continue to increase investment and give full play to the guiding and leading role of investment within the central budget.
Make good use of medium and long-term loans, local government special bonds, policy development financial instruments, etc., increase support for new infrastructure construction, and increase the enthusiasm of social capital to participate in investment.
