  Recently, the China Development Research Foundation released the "China Development Report 2021-2022: Taking the Road of Common Prosperity" (hereinafter referred to as the "Report") in Beijing, and held a seminar on the theme of common prosperity.

The press conference was presided over by Fang Jin, vice chairman and secretary general of the China Development Research Foundation. Ning Jizhe, deputy director of the Economic Committee of the National Committee of the Chinese People's Political Consultative Conference, attended the meeting and delivered a keynote speech.

  "Continuously improving people's well-being and promoting common prosperity" is one of the main goals and major tasks of China's economic and social development during the "14th Five-Year Plan" period.

The report system sorts out the policy vision and development context of Common Prosperity, and discusses the basic connotation of Common Prosperity in the new era.

  It is reported that the report explores and constructs an observation indicator system based on research on quality of life, conducts a comparative analysis of the progress of the implementation of common prosperity and the existing outstanding shortcomings, in-depth discusses the development model compatible with growth and sharing, and elaborates on the relationship between urban and rural areas in China, The gaps, causes and countermeasures that exist between regions and social groups have proposed a policy framework that is conducive to promoting common prosperity.

  The outside world is concerned, how should the third distribution play a positive role in promoting common prosperity?

The report believes that, in fact, the development of philanthropy and the promotion of the systemic construction of the third distribution have been placed on the official agenda.

To this end, it is particularly necessary to do five aspects of work.

  Specifically, first, further improve the legal and institutional system, and on this basis, further establish a mechanism for the coordination of laws and regulations.

  Second, adjust relevant policies to encourage donations from the public.

In particular, it is necessary to reform the policies and mechanisms that constrain larger-scale fund donations, so that charitable properties can develop rapidly.

  Third, encourage the development of professional social services.

Increase the purchase of services for the elderly, children and disabled service institutions to encourage more practitioners to invest in public welfare and charitable causes.

  Fourth, encourage grassroots community philanthropy.

Provide clear legal norms and policy support for philanthropy, and encourage grassroots development of various forms of small donations to directly solve the difficulties of the community.

  Fifth, improve the tax system and policy framework related to the three distributions, and establish the tax exemption system for charitable trusts and foundation investment income as soon as possible.

  It should also be noted that in recent years, China's macroeconomic situation has undergone significant changes, creating opportunities and challenges for promoting full employment and improving the quality of employment.

The report pointed out that China's labor force and employment scale are on a downward trend, and the quality (education level) of the labor force has increased significantly.

However, technological advances, trade frictions and the shock of the COVID-19 pandemic have also profoundly affected the quantity and quality of employment.

Employment is the foundation of people's livelihood and the most important way for workers to create social wealth, obtain employment income, and enjoy the fruits of social development.

  "Whether in urban or rural areas, an important source of income disparity is the difference in income obtained by different workers. A worker's income depends not only on the length of his labor time, the length of employment time, but also on the quality of his employment. "The report believes that full employment can not only provide income security for all workers, but also reduce the income gap between employed groups.

Improving the quality of employment refers to the increase of jobs that lead to higher wages and incomes through improved labor productivity.

  National income redistribution, as an important means to adjust the relationship of income distribution, can prevent the income gap from becoming too large or even narrow it.

According to the report, the government's redistributive policies fall into three categories, namely tax policy, social security policy and transfer payment policy.

  The report further stated that, in terms of the inclination of redistributive policies, government transfer payments should play a "lowering" role, and personal income tax and social security contributions should play a "raising" role.

By "raising" and "raising", the excessive income gap formed in the primary distribution can be narrowed.

Compared with personal income tax and various social security contributions, government transfer payments have a more obvious effect on improving income distribution.
