August consumer price index rises 2.8%, first level in 31 years excluding consumption tax hike

The consumer price index for August, which looks at the price movements of goods and services consumed at home, exceeded the same month last year by 2.8%, excluding fresh food, which fluctuates greatly depending on the weather.
