The National Agency for the Supervision of Artificial Intelligence will be the first State body to benefit from the royal decree for the "deconcentration of public physical headquarters", that is, the process that in practice will locate the new institutions outside of Madrid.

It so happens that the Secretary of State for Digitization and Artificial Intelligence (Sedia), in which this new agency would fit, is located in Madrid.

In fact, despite the fact that the Sedia is attached to the Ministry of Economic Affairs and Digital Transformation led by Vice President Nadia Calviño, the offices are located in the Ministry of Industry, Commerce and Tourism of Reyes Maroto.

One and the other are located in the surroundings of Madrid's Plaza de Cuzco, in Madrid's Paseo de la Castellana.

Thus, with the decentralization of the Agency, confirmed by government sources to El MUNDO,

Artificial Intelligence policies would be settled in at least three different buildings

.

The Executive ensures that it intends to "rationalize the physical location of public sector entities", although the decision entails a distribution of weight to the detriment of what Madrid currently holds.

The president of the Community, Isabel Díaz Ayuso, stated that President Pedro Sánchez would have proceeded to "decapitalize Spain under the false mantra of decapitalizing institutions" and has branded this initiative as "nonsense" by the Government.

As

El País

has advanced this Monday, the placement of the Agency will respond to Royal Decree 209/2022, of March 22, with an initial budget of 5 million euros and a team of at least 40 workers.

An advisory commission, made up of members from nine ministries, will set the criteria and decide on the candidatures, in principle with the city of Madrid outside the process.

One of the possible winners is Barcelona, a leading city in new technologies and startups.

The Secretary of State for Digitization and Artificial Intelligence is headed by Carme Artigas, a long-standing professional of Catalan origin who lives in Madrid.

The new body will have among its functions "

the minimization of significant risks of AI on the safety and health

of people, as well as on their fundamental rights" and will report directly to the National AI Strategy but also to the EU itself.

In fact, the Agency will be in charge of a "pilot to launch the first regulatory

sandbox

(test bench) of the European Union on Artificial Intelligence", a pioneering project throughout Europe that is endowed with 4.3 million euros financed through the Recovery, Transformation and Resilience Plan.
