On the afternoon of last Monday, the third vice-president,

Teresa Ribera

, launched herself on TVE to support the announcement by the president of the European Commission,

Ursula von der Leyen

, to intervene in the European electricity market and claimed -with reason- that the The Spanish government was a pioneer in claiming it a year ago.

But she also came up and predicted that Von de Leyen will need "a measure probably

similar to that Iberian exception that we have been applying

since June in Spain and Portugal so that the price of gas does not distort the price of electricity so terribly. "

».

Three days later, meeting behind closed doors with the spokespersons of the parliamentary groups, Ribera admitted, according to witnesses consulted, that the Iberian cap was not replicable in the EU.

What has happened in so few days?

A devastating report from the technicians of the European Commission, to which EL MUNDO has had access and which in its annex 1 presents the measure of Spain and Portugal as costly, counterproductive and even risky and they do not see it as valid for the EU.

"We do not recommend this option," they say.

"Although it has achieved a certain reduction for Iberian consumers and could also achieve it at a European level (...) it

uses public resources and leads to a very significant increase in gas consumption

to generate electricity.

He calculates that, if the EU supports it, it would increase gas consumption by at least 10%, and "the use of gas for electricity generation would more than double."

The opposite of saving is needed.

In his opinion, as the cap encourages consumption, even more gas supply would be needed than what the EU currently receives.

"And if this is not possible given the limited gas capacity, it could put the security of supply at risk (...) and have to make difficult decisions," says the document.

In addition, the technicians recall that the heads of state and government ask that any intervention "avoid disproportionate budgetary costs."

And there the Iberian cap also fails the exam, in his opinion

.

“In the first week, the cost of the Iberian mechanism was 150 million” and, although the Government has designed it so that consumers pay, limiting the discount they receive very much, the State is the ultimate guarantor that the system covers holes to be generated, for which the Commission sees a high cost.

In addition, the 6,200 million that Brussels estimated in total that the measure would cost are being out of date due to the increase in the price of gas and therefore the compensation paid to gas companies for the Iberian ceiling.

Industry experts believe it may be double.

According to the community report, extending the Iberian cap to the EU "would cost more than 200,000 million euros", the most expensive of all the options on the table.

And if the Iberian ceiling is so reprehensible, why did Brussels authorize

Pedro Sánchez

and

António Costa

?

«They first achieved a political agreement in the European Council and the Commission limited itself to executing and trying to ensure that the Iberian exception altered the European market as little as possible.

Although it encourages the consumption of gas on the Peninsula, in its case it is less bad than if it is implemented throughout the EU, ”explain sources consulted in Brussels.

And there is another criticism of extending the Iberian cap,

the document stresses that exports to countries outside the EU would rise by 35%, because they would benefit from subsidized energy.

In particular the United Kingdom -unacceptable after Brexit- and the prosperous Switzerland.

By the way, although in statements to EL MUNDO last Monday, Ribera dismisses as a "partisan and demagogic approach" criticizing the Iberian ceiling because it exports subsidized energy to France, the Brussels technicians subject all measures to the examination of "export risk of subsidized electricity' and ask EU governments to take this into account when deciding on measures.

The leader of the PP

, Alberto Núñez Feijóo

, will castigate Sánchez in Tuesday's debate in the Senate because he is close to 500 million euros!

subsidized gas to France in just three months.

What does the report advise?

He points out that the best thing is -as announced by Germany- to limit the price of generators that may be benefiting from gas without using it, such as hydroelectric and nuclear power plants, and transfer that saving to the consumer.

It also advises rewarding customers who demonstrate energy savings.

They reject, yes, a total intervention of the system as requested by parties like Podemos, because

"it would lead the market to collapse"

and endanger the supply.

On the other hand, they do not see anything wrong with directing the price of the gas that the EU buys, but that can alter the market for large buyers of liquefied gas such as Spain.

The debate in the EU is very complex and has only just begun.

Spain has been the guinea pig of European energy, once again, and its Iberian experiment is not validated in Brussels.

"HAND HAND WITH ENERGY"

Two years have passed since the

Spain May

act in which

Pedro Sánchez

had a crowd bath with the country's main businessmen, from

Ana Botín

and

Ignacio Galán

to J

osé María Alvarez Pallete

or

Florentino Pérez

, who irritated the then leader of the PP,

Pablo Married.

"How blind they are.

They will come when the action falls more », they came to say in Genoa to this newspaper about those of the Ibex.

Sánchez then posed with the elites, including the energy elites, and repeated with them the start of the political course in 2021 under the slogan

For a Fair Recovery.

But now he denies "the powerful" and says that "the right goes hand in hand with the big energy groups."

For his part, if not with his hand with his finger, he has imposed on two Ibex energy companies - of presumed private majority - friends such as former ministers

Beatriz Corredor

,

José Blanco

or

José Montilla.

Character

CFK AND EXPROPRIATION

The attempted assassination of the Argentine vice president,

Cristina Fernández de Kirchner,

is absolutely reprehensible, but the logical commotion should not prevent Justice from taking its course with the serious crimes imputed to the president.

Prosecutor

Diego Luciani

asks for twelve years in prison and lifelong disqualification for having set up between 2003 and 2015 "one of the most extraordinary corruption matrices that has developed in the country."

He considers at least 50 awards to a company that is a friend of the Kirchner couple to be accredited and is also investigating more ties with an old Argentine business saga known to Repsol, the Eskenazi.

These, for their part, continue to be investigated in New York for their participation in the expropriation of YPF from Repsol in which, according to the US investigation, CFK "not only sought an Argentinization of YPF, but also a

Kirchnerization

."

To follow

65,000 MILLION "WITHOUT TAXATION"

German Chancellor

Olaf Scholz

announced this Sunday a gigantic third plan to mitigate the effects of inflation valued at 65,000 million euros.

In addition to extending transport bonuses and other measures, the German coalition government introduces a first intervention in the energy market by limiting the benefits of energy companies that do not use gas in order to alleviate consumers' bills.

The German Minister of Finance,

Christian Lindner

, points out that it is not what

Pedro Sánchez recommended

to the Social Democrat Scholz on Monday at the Meseberg Palace: "There is no tax on excessive profits, but an intervention in the rules of the market, because they currently lead to paradoxical profits (wind power should not be paid for as if it were gas).

There is no taxation in the measure ».
