  "Cities of Opportunity" is a research report jointly published by the China Development Research Foundation and PricewaterhouseCoopers on the comprehensive tracking and observation of Chinese cities. Since 2014, 9 issues have been published in a row.

  According to reports, the evaluation of the report focuses on ten observation dimensions, covering economic development, social livelihood, urban infrastructure, natural environment, population, urban governance and urban influence.

There are 5 variables in each of the ten observation dimensions, for a total of 50 variables.

  According to the observation results of the report, the top four cities are still Beijing, Shanghai, Shenzhen and Guangzhou.

The reporter noticed that the dimensions of "intellectual capital and innovation" and "technological maturity" in previous years have been adjusted to the dimensions of "intellectual capital" and "technology and innovation" this year.

Guangzhou ranked second in both dimensions of "Intellectual Capital" and "Technology and Innovation" this year.

Intellectual capital observes a city's innovation capability from the perspectives of talent reserves, innovation infrastructure and scientific research investment, including variables such as the scale of higher education, corporate R&D funding and state key laboratories, educational level, and scientific and technological expenditures.

Among them, the scale of higher education in Guangzhou has maintained the first place in the country for many years. Thanks to the large-scale higher education in Guangzhou and the number of college students graduating every year, it has laid a good talent and knowledge foundation for industrial innovation and development.

  The dimension of "technology and innovation" focuses on the continuous improvement of the digitalization level of cities and how the application of technology and innovation promotes the high-quality development of cities, including variables such as digital cities, mobile Internet, high-tech enterprises, patent authorization, and the penetration rate of new energy vehicles.

Among them, the ranking of "digital city" Guangzhou has risen from the fourth place last year to the second place this year, indicating that Guangzhou has achieved remarkable results in digital innovation.

"Guangzhou's digital government, new infrastructure, mobile Internet, high-tech enterprises, etc. are all advantages. Guangzhou ranks second in the country in this dimension, indicating that Guangzhou, as a regional center and transportation hub, has continuously enhanced its advantages in transportation and logistics.

Among them, Guangzhou's ranking in the variable of "exhibition economy" has risen from the third place last year to the second place this year, and its status as the capital of conventions and exhibitions has been further improved.

  In the report, the indicators of "culture and life" include variables such as the ranking of public book collections, consumption vitality, cultural industry practitioners and cinemas, and residents' income.

Guangzhou's ranking in this dimension has risen by one place compared with last year, and this year it ranks third in the country, indicating that Guangzhou is rich in public cultural resources and the living standards of its residents are constantly improving.

  Guangdong-Hong Kong-Macao Greater Bay Area: Taking into account technological innovation and sustainable development

  "Cities of Opportunity 2022" has a range of 47 cities, covering the central and node cities of many major urban agglomerations in China, such as the Beijing-Tianjin-Hebei urban agglomeration, the Yangtze River Delta urban agglomeration, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Chengdu-Chongqing urban agglomeration. , the urban agglomeration in the middle reaches of the Yangtze River, the urban agglomeration in the Central Plains, the Guanzhong Plain urban agglomeration, etc., among which the cities in the Greater Bay Area have achieved full coverage of "9+2" cities.

  From the comprehensive observation results, the regional central cities gradually show different development characteristics. The "siphon" model, under the talent attraction policy, attracts talents from some provincial capitals to return, and attracts talents from the province to quickly concentrate in the provincial capitals.

  The cities in the Guangdong-Hong Kong-Macao Greater Bay Area have relatively concentrated advantages in the four dimensions of "technology and innovation", "urban resilience", "sustainable development", "culture and life" and "business-friendly environment", with 5 or more cities ranking at the top of the dimension 20.

  Among them, many cities in the Greater Bay Area performed outstandingly in the dimension of "sustainable development", with five of the top ten cities in the Greater Bay Area.

This dimension not only observes environmental factors, that is, environmental quality such as water and air, but also pays attention to variables such as population mobility and labor.

The Guangdong-Hong Kong-Macao Greater Bay Area takes into account both ecological protection and environmental governance while maintaining rapid economic development and increasing industrial population agglomeration.

In addition, the core cities of the Greater Bay Area have the advantages of "economic influence" and "business-friendly environment", which can complement the advantages of the "cost" dimension of surrounding cities, optimize the allocation of resources, and promote the high-quality development of urban agglomerations.
