Negotiations on the unemployment insurance reform will begin this Friday.

If the government remains open to discussion, it intends to stick to its position.

The new unemployment insurance rules will have to follow the state of the labor market.

A measure that could be difficult to put in place.

The number of category A job seekers increased slightly in July (+0.6%) with 20,300 more job seekers.

It is in this context that the negotiations on the reform of unemployment insurance begin this Friday.

The Ministry of Labor receives trade unions and employers' organisations.

"We can't review the rules every month"

We must "make sure to encourage a return to work when the economy is doing well", therefore by tightening the rules, repeats the Ministry of Labor.

When the economic situation deteriorates, the rules would once again become more protective of job seekers.

An idea which, in theory, can be discussed, explains Cyril Chabanier, president of the CFTC.

But that he considers impossible to put in place concretely.

"We can't review the rules every month, so what are we going to do? We're going to have rules once a year, once every six months? The economy is changing so much, very quickly, that we risk always be out of step. We may be going to tighten the rules, at some point, the time to put them in place, the economy will have turned around, "he says.

One of the first subjects tackled at the CNR

On the other hand, it will be easier to record the one-year extension of the current compensation system.

The unemployment insurance reform could also be one of the first topics discussed at the CNR, the National Council for Refoundation, which Emmanuel Macron will launch on September 8.

The text of the government on unemployment insurance must be examined in Parliament at the beginning of October.
