The draft proposes to stipulate that drugs, medical devices, special cosmetics, toxic and hazardous materials, flammable and explosive materials, live animals, unmarked express mail, food, etc. have strict requirements in terms of use conditions, storage and transportation, inspection and quarantine, supervision and management, etc. Merchandise may not be sold in blind boxes.
