China News Service, August 4th (Shi Rui, China-News Financial Reporter) "China's platform economy ranks second in the world, which is a very remarkable achievement. However, China's platform economy has grown savagely in the past in the development process. behaviour is unsustainable, so we believe greater regulation is warranted.”

Recently, the "Platform Economy Innovation and Governance" seminar and "Platform Economy: Innovation, Governance and "Prosperity" conference, Huang Yiping, deputy dean of the National Development Institute of Peking University and the lead person in charge of the research group, put forward the above point of view.

China has become one of the two main forces in the global platform economy

According to the research of the research group, during the first three industrial revolutions, my country's technology application has lagged behind, but during the fourth industrial revolution, my country's digital economy industry has been catching up with the leading countries. So far, the global platform The economy actually has only two main players, the largest developed economy, the United States, and the largest developing economy, China.

Huang Yiping introduced that the platform economy is transforming economic models and lifestyles from multiple aspects, and the impact can be summarized into six aspects: expanding scale, improving efficiency, improving user experience, reducing costs, controlling risks, and reducing contact.

"To give a simple example, China's digital financial inclusion is very mature. As long as there are smartphones and mobile signals, people can enjoy similar financial services no matter where they are, which was unimaginable in the past."

Huang Yiping believes that, in general, the development of the platform economy is crucial to the long-term sustainability of China's economic growth.

The effect of the platform economy has "two sides"

Huang Yiping emphasized that the development of the platform economy has both opportunities and challenges, the benefits are obvious, and the contradictions are also prominent.

For example, due to the characteristics of network effects and economies of scale, the platform economy naturally has a high degree of concentration, which means that after the platform is established, the marginal cost of expanding the business scale is almost zero, but at the same time it will lead to the so-called winner-take-all , dominance, and even anti-competitive behavior.

In addition, the platform economy has provided many flexible jobs for the society, which is of great help to improve the inclusiveness of employment. However, the working conditions of workers in some positions are not good, the welfare guarantees are lacking, and the unequal relationship between workers and the platform may affect income. Allocation adversely affects.

Big data analysis is a key element of the platform economy. For example, the big technology credit in digital finance can conduct risk assessments and issue loans only based on the digital footprints left by users on the platform. Big tech credit is a revolutionary change from the way collateral is used to make loans.

However, the problems caused by the application of big data analysis in the platform economy are also endless: the infringement of unauthorized collection and analysis of data and the phenomenon of "big data killing" are more common.

The ultimate purpose of supervision should be to support standardized and orderly innovation

Huang Yiping believes that the above phenomena are worthy of our attention. Therefore, in the past period, it is indeed necessary for government departments to strengthen and improve the supervision and regulation of the platform economy, because only the development of regulations can develop in the long term.

In this regard, the research group put forward 10 suggestions for the governance of the platform economy.

Huang Yiping proposed that the core of the proposal is to improve the coordination of platform economic governance policies. First, we can consider setting up a coordination mechanism at the State Council level to eliminate regulatory gaps and prevent duplication of governance. In the long run, we should consider establishing a comprehensive platform economic governance. In this way, the behavior and effect of the comprehensive platform can be comprehensively evaluated.

In July, the State Council agreed to establish an inter-ministerial joint meeting system for the development of the digital economy.

Huang Yiping believes that "supervision should become a daily behavior, and the ultimate purpose is to support standardized and orderly innovation and promote the better development of the platform economy industry".
