To reduce the noise problem between floors, the government will implement a new system from tomorrow (4th).

After the apartment is built, at the end of the day, we will test the actual noise level.

However, in the field, there is already a response to whether this can really reduce the noise problem between floors.

First of all, this is reporter Han Sang-woo.

After the corona crisis, the conflict between floors between neighbors has exploded.

As people spend more time at home, the number of complaints has more than doubled in the past four years.

The government has introduced a new system starting tomorrow, saying that it will solve this problem.

Until now, if the construction company made a model floor before construction and passed the noise standards between floors, they thought that the actual house would have been built as it is and gave the construction permit.

However, from tomorrow onwards, the actual noise level of the apartments will be inspected after the house is built.

In this case, if the noise standard was not met, the construction company had to re-reinforce or compensate for damages.

But in the field, the effectiveness is questioned.

It has already been built, but there is no realistic way to reduce the noise.

[Construction company official: (reinforcement work)] That's actually impossible.

If the floor is ripped off again, it means that many generations will have to be ripped off. Without tearing off the floor, reinforcing material must be put on the floor again and concrete must be poured again.

Not even coercion.

The law only allows the head of the local government to make recommendations, so there is no way for the construction company to follow it.

[Park Young-min / Head of Housing Division at Gyeongsilyeon Urban Reform Center: Because it is strongly recommended, there is no separate punishment regulation.

For this reason, the issue of effectiveness is being raised.]

Even if the landlord tries to claim damages, there is a growing concern that the system is ineffective as there is no standard in the law, so it is necessary to file a lawsuit in the end.
