According to the website of the Ministry of Housing and Urban-Rural Development, the Ministry of Housing and Urban-Rural Development and the China Development Bank issued the "Notice on Promoting Development Finance to Support the Construction of County Domestic Waste and Sewage Treatment Facilities" on July 4 (hereinafter referred to as the “Notice”). "Notice").
The "Notice" is clear, and the key support contents include:
(1) Support the construction and operation of county-level domestic waste collection, transportation and treatment facilities.
Mainly include: domestic waste sorting facilities and centralized collection facilities in county towns, townships and administrative villages; domestic waste transfer stations in county towns and townships; various types of domestic waste transportation vehicles; Harmful treatment facilities; renewable resource recycling point, station or county-level renewable resource utilization center; county-level domestic waste collection, transportation and disposal system operation supervision information platform.
(2) Support the construction and operation of domestic sewage collection and treatment facilities in the county.
It mainly includes: sewage interception at the source of county towns and designated towns, domestic sewage collection pipe network and lifting pump station; sewage treatment and sludge treatment facilities in county towns and designated towns;
(3) Supporting industry or regional co-ordination and integration of engineering construction projects.
The projects integrated by industry include: county-level domestic waste "classification + collection + transfer + treatment + monitoring system" project, county-level domestic sewage "source interception + pipe network collection + sewage treatment + ecological restoration + monitoring system" project.
Projects integrated by region include: provincial, prefecture-level or county-level overall planning, covering urban and rural domestic waste and sewage treatment projects.
The "Notice" also clarifies that the provincial (regional, municipal) branches of China Development Bank will open up "green channels" for projects included in the provincial housing and urban-rural development department's county-level domestic waste and sewage treatment facility construction project reserve, and give priority to due diligence and priority. Review and approve, give priority to arranging loans, and give priority to preferential interest rates. For eligible pilot demonstration projects and related projects in rural construction evaluation sample counties, the loan term can be extended to 30 years.
For enterprises with strong comprehensive business capabilities and rooted in domestic waste and sewage treatment, under the premise of complying with relevant laws, regulations and policy requirements, priority will be given to supporting them to undertake the construction projects of domestic waste and sewage treatment facilities in the county, and grants will be given in terms of loan term, interest rate pricing, etc. Support and build a professional team of construction management and maintenance that is localized, retainable and usable.
