Anhui's new regulations clearly implement flexible management and regular health examinations for construction workers

Removing overage migrant workers to avoid one-size-fits-all

Workers want similar policies in more industries and jobs

This newspaper, Hefei, June 23 (Reporter Chen Huatangshu) The implementation of compulsory removal orders for over-aged migrant workers in the construction industry in some areas has aroused widespread concern in the society as to where this group will go.

In this regard, the Anhui Provincial Department of Housing and Urban-rural Development issued a notice clearly stating that the construction industry should avoid a one-size-fits-all approach to dismissing overaged migrant workers.

Today, the reporter came to Ling Datang Lingong Distribution Center in Hefei City, Anhui Province for an interview. While some migrant workers welcomed this policy, they hoped that similar policies could be implemented in more jobs in more industries.

In the notice issued on June 16, which requires the establishment of a long-term mechanism to effectively guarantee the wage payment of migrant workers in the construction industry, the Anhui Provincial Department of Housing and Urban-rural Development requires that all localities should implement flexible employment management, determine the employment age by post, and avoid construction. The industry removes over-age migrant workers across the board, and conducts regular health checks and strengthens safety education for over-age workers.

Ling Datang Lingong Distribution Center is a well-known local distribution center for migrant workers. Among the migrant workers waiting for work, it is not uncommon to see people in their 50s and 60s.

Master Yuan, a 62-year-old from Changfeng, Hefei, told reporters that he never picks jobs. He has done all kinds of chores such as cleaning, interior decoration, and cleaning up construction waste.

Employers prefer to pick younger ones, "at my age it would be nice to have a job".

Master Li from rural Fuyang just turned 60 this year.

Because the age registered on the ID card is a few years older than his actual age, he was rejected by the construction unit as early as two years ago.

Not only that, he also encountered "card age" when applying for a security post.

"They are worried that they are prone to sudden illnesses when they are old, but I have a physical examination every year, and I am in good health!" Master Li felt that he could still work hard and did not want to go back to his hometown to rest so early.

On the other hand, increasing his income and reducing the burden for his children are also the real pressures in front of him.

The gradual withdrawal of over-aged migrant workers from construction sites may also exacerbate the “difficulty in employment” in the construction industry.

According to Liu Changfeng, chairman of the labor union of Anhui Tongji Construction Group, construction workers face an age gap. On the one hand, young people are reluctant to enter or stay in the construction industry; A large number of workers already exist.

How to avoid a one-size-fits-all approach to dismissing overaged migrant workers in the construction industry?

Liu Changfeng believes that the government should take the lead, and according to the characteristics of the construction industry, the age of employment should be divided according to the type of work.

If it involves climbing operations, heavy physical labor and other types of work, there still needs to be a strict age limit; and for regular positions in the construction industry, some management positions, etc., the age can be appropriately relaxed.

Hu Min, a lawyer from Anhui Haohua Law Firm, said that at present, Jiangsu, Zhejiang, Guangdong and other places allow separate payment of work-related injury insurance for overage workers.

Engineering construction projects should participate in the project work-related injury insurance according to the entire project, first participate in the insurance, and then start construction, which can provide protection for all personnel on the project.

"In addition, over-age workers should do a good job of health check-ups, regular check-ups during work, arrange them to work in suitable positions, and protect the legitimate rights and interests of over-age migrant workers." Hu Min said.
