Sheikh Saeed Al Maktoum explained that the decision provides for the provision of an inspection report and a safety certificate from an approved technical authority that confirms the safety of operating the vehicle remotely in all normal or emergency circumstances that may lead to loss of communication and control, with the necessity to operate the marine craft in accordance with international best practices and to be guided by codes of conduct. The international operation, in addition to providing a comprehensive risk assessment report by the operator according to the nature of the work, the size of the vessel, the area of ​​operation of the remotely piloted marine craft and its approval by the authority.

The decision included the necessity of having sufficient insurance on the means to compensate for its use or for the personal accidents or material damages it may cause, provided that the value of coverage for one accident shall not be less than 10 million dirhams, with the need to comply with all requirements and standards set by the authority on the experience and operation of marine means. The Executive Director of the Dubai Maritime City Authority stressed the need to prepare an emergency plan that includes the potential risks of operating marine means remotely and how to activate them in emergency situations, as well as providing the necessary operational facilities and providing them with all communication and sensor devices and day and night cameras to ensure safe operation.

The new decision applies to both remotely controlled recreational marine means, marine means that are used in research, experiments and monitoring within specific geographic areas of the Authority, and means of transporting passengers or goods navigating within specific water areas and shipping lines approved by the authority, noting that the decision does not It applies to self-driving marine means, regardless of their measurements or the purpose of their use.
