Foreign trade enterprises are busy to ensure supply and stabilize the chain (new economic orientation, stabilizing market players)

In the first five months of this year, the total import and export value of my country's trade in goods was 16.04 trillion yuan, an increase of 8.3% over the same period last year, achieving steady growth.

Among them, the import and export in May increased by 9.6% year-on-year and month-on-month respectively, and the cumulative growth rate and monthly growth rate both rebounded from the previous month.

The foreign trade industry has a long supply chain, with production, circulation, and settlement interlinked.

Since the beginning of this year, the global epidemic has been raging, the domestic epidemic has spread in many places, domestic production and international logistics have increased, and foreign trade entities have been under pressure on both sides, and the difficulties and challenges are not small.

In order to keep abreast of the urgency of foreign trade entities, provide accurate services to help enterprises, and speed up the exploration of effective policies and measures in various regions and departments.

At present, how do foreign trade entities feel?

The reporter went deep into the front line to investigate.

Make every effort to ensure the smooth domestic transportation of foreign trade goods

Epidemic prevention production with both hands

In my country's foreign trade market, the Yangtze River Delta occupies an important weight.

How has the development of foreign trade in the Yangtze River Delta since March?

The reporter's first stop came to the Comprehensive Bonded Zone of Wuxi High-tech Zone, Jiangsu.

In the production workshop of Jabil Electronics (Wuxi) Co., Ltd., blue and white intelligent trucks are loaded with stacks of electronic raw materials. They "run" to each post in an orderly manner according to the designed track, loading, scanning, and screwing. , testing, inspection, packaging... One process after another in an orderly manner.

The finished communication equipment used in many fields goes from here to all over the world.

As a foreign trade enterprise with both raw materials and finished products, Jabil relies on global imports for 40%-50% of its raw materials.

In March, the Shanghai-Jiangsu cross-regional freight logistics was blocked, and the import of raw materials became a problem.

  How to do?

On March 28, Jabil Electronics applied for a transport pass to the High-tech Zone Comprehensive Bonded Zone Administration. On April 1, the government of Xinwu District, where the Comprehensive Bonded Zone is located, officially included the company in the "white list".

At the same time, under the guidance and help of relevant departments, Jabil Electronics immediately set up a point-to-point high-speed freight transportation and epidemic prevention team, which was on standby 24 hours a day to implement closed-loop management of freight vehicles and drivers in the factory, and strictly sterilized imported goods to ensure epidemic prevention and production. Not wrong.

The company can frequently transport materials to and from Wuxi Xinwu District, Shanghai Yangshan Port and Pudong International Airport, and production is guaranteed.

"Our production line has never been interrupted. Now it has recovered from 70% of its production capacity to 100% full-load operation." Xiao Yong, the general manager of the company, said that the production line in the workshop is currently running 24 hours a day, and workers are racing against time to complete orders.

In the first five months of this year, Jabil Electronics' imports and exports increased by 22% year-on-year.

Since the beginning of this year, facing the impact of unexpected factors, the Ministry of Commerce, together with relevant departments, has guided various localities to establish a service guarantee system for key foreign trade enterprises, fully ensure the smooth domestic transportation of foreign trade goods, and help foreign trade enterprises affected by the epidemic to resume work and reach production as soon as possible. Apply for a vehicle pass for key material transportation.

According to the General Administration of Customs, in May, the import and export of goods trade in the Yangtze River Delta region increased by nearly 20% month-on-month, and the import and export recovered significantly.

Speed up the customs clearance of urgently needed goods

  Unblock the supply chain

Resuming work and reaching production is only the first step. Under the epidemic, international logistics are under heavy pressure. How to ensure that goods can go out and in?

Take multiple measures to improve international logistics capabilities——

On June 6, a direct cargo flight carrying a batch of Lenovo mobile phones and accessories took off from Wuhan Tianhe Airport and arrived in New Delhi, India 6 hours later.

Previously, due to the impact of the epidemic, the main logistics channel for Lenovo's Wuhan industrial base to export via Hong Kong was blocked.

Wuhan City and East Lake High-tech Zone coordinated urgently at the first time. Lenovo actively connected with Tianhe Airport, airlines and freight forwarding companies, and quickly opened up a direct freight route from Wuhan to New Delhi, which was officially opened in early March.

"We solved our immediate needs! According to the normal process, it takes a long time to open a new air transport route." Song Ge, director of supply chain logistics of Lenovo Group, introduced that this flight runs three to four times a week and can export at least 20-30 tons for Lenovo's Wuhan Industrial Base. goods.

"Exporting from Wuhan saves a lot of time compared to exporting from Hong Kong, and timely delivery is guaranteed."

At present, Lenovo has signed long-term freight contracts with several international carriers, locking in fixed positions and freight costs, while optimizing the internal logistics management system, matching different carriers and airport terminal logistics combinations according to actual conditions, and maximizing logistics efficiency.

"These measures have greatly saved transportation costs and increased the resilience and flexibility of supply chain logistics." Song Ge said.

Innovative supervision to improve the efficiency of customs clearance of goods——

At Zhapu Port, Jiaxing, Zhejiang, there is only one hour left before the departure of the ship, and the export goods of Jiaxing Foreign Shipping Agency Co., Ltd. have just arrived at the terminal.

"According to the original customs clearance process, it was necessary to drop the box, transport it to storage, declare and release before leaving the port. It was definitely too late. Thanks to the customs officer who introduced us to the 'direct loading upon arrival' model, let us declare in advance, When the goods arrive at the port, they can be directly loaded on the ship, and the 'direct connection between vehicles and ships' can be realized, and the whole process only takes 20 minutes." said Lu Yefeng, the company's manager.

At present, the domestic epidemic situation is spreading in many places, and road transportation is under great pressure. Many foreign trade enterprises have turned to water transportation, and the volume of port container operations has continued to increase.

In response to some staged problems such as the decline of entry and exit customs clearance speed for some foreign trade enterprises, the General Administration of Customs recently issued 10 measures to promote the stability and quality of foreign trade, and clearly proposed to further promote the "ship-side pick-up" of imported goods and export goods in qualified ports. The pilot program of "direct loading upon arrival" will speed up the customs clearance of goods urgently needed by enterprises.

"Under the 'ship-side pick-up' and 'arrival-direct loading' modes, the number of container loading, unloading and transportation in the terminal is greatly reduced, and goods can be imported and exported quickly, avoiding the accumulation of containers at the port and causing logistics delays." Hangzhou Customs Port Supervision Office Chang Wang Mao said.

From January to May this year, Hangzhou Customs supervised a total of 2,748 TEUs of imported and exported "direct-loading" containers, of which 2,256 TEUs were imported "shipside direct-loading" and 492 TEUs were exported.

Increase fiscal, taxation and financial support for foreign trade enterprises

  Export letter protection to escort

Chongqing Dajiang Power Equipment Manufacturing Co., Ltd., the production line is running at high speed, and workers are busy processing generators.

In a few days, the equipment will be sent to Germany on the China-Europe train.

The export situation is improving, and it is inseparable from the financial escort.

According to industry practice, equipment sales are delivered first and paid later, and the time difference varies from 30 days to 90 days.

However, some upstream suppliers of Dajiang Power require cash in stock, and payment can only be delayed by up to 45 days.

"There is a time difference of dozens of days! If you advance the funds first, the cost will be too high, and once the downstream defaults, the loss will be huge." Li Linfeng, a staff member of the financial department of Dajiang Power Company, was worried for a time.

Export credit insurance relieves worries for enterprises.

China Export Credit Insurance Chongqing Branch cooperates with Dajiang Power Company to help Dajiang Power to understand the customer's credit level and provide export credit insurance.

"If the customers of Dajiang Power can't pay, we can pay 90%." He Zhigang, deputy general manager of China Export & Credit Insurance Corporation Chongqing Branch, introduced, "We also provide policy financing and credit enhancement support, and sign tripartite agreements through enterprises, insurance and banks. Enterprises can find bank loans with insurance policies to reduce capital pressure.”

"Now, almost all of the company's export business adopts policy financing, and the capital situation is good." Li Linfeng said.

In April, the People's Bank of China and the State Administration of Foreign Exchange issued a package of 23 financial assistance measures to help enterprises, including many financial measures to stabilize foreign trade: to promote the facilitation policy of high-quality enterprises' trade foreign exchange receipts and payments to the whole country, and to carry out a higher level of RMB settlement facilitation. And the pilot program of the foreign debt facilitation quota for enterprises, allowing domestic foreign exchange loans with a background in trade exports to be used for foreign exchange settlement... Not long ago, the State Office issued the "Opinions on Promoting the Stability and Quality Improvement of Foreign Trade", which clearly increased the fiscal, taxation and financial support for foreign trade enterprises.

Support banking institutions to meet the reasonable capital needs of enterprises, and increase credit support for import and export.

For small, medium and micro foreign trade enterprises, the support of export credit insurance will be increased in terms of underwriting coverage and shortening of claims settlement time, and the financing scale of credit insurance policies will be increased to further strengthen financial support.

As of the end of May, the underwriting scale of China Export & Credit Insurance Corporation has exceeded 350 billion US dollars, a year-on-year increase of 12.7%, providing insurance services to 149,000 foreign trade enterprises.

Not only Dajiang Power, but under the guidance of Chongqing Banking and Insurance Regulatory Bureau, Chongqing financial institutions have enriched financial products and accurately supported foreign trade enterprises.

As of April this year, the balance of loans of major foreign trade enterprises in Chongqing was 444.427 billion yuan, a year-on-year increase of 18.02%. The new loans issued that year were 145.254 billion yuan, a year-on-year increase of 68.62%, and the average interest rate of newly issued loans was 3.3%.
