Let's talk more about this with reporter Im Tae-woo.

Q. Why was the three-year temporary introduction?

[Reporter Im Tae-woo: We need to look back on the situation in which this safe fare system was passed by law in 2018, four years ago.

The Moon Jae-in administration selected it as a national task and carried it out, but there were two problems at the time.

First, there was no prior research on whether this policy would really increase safety, and secondly, there was strong opposition from freight forwarding companies and freight owners back then and now.

So the ruling and opposition parties agreed to try containers and cement first for a three-year period, and then decide whether to extend it after seeing the effect, and then passed the law.]

Q. It was scheduled to end, but there was no discussion?

[Reporter Im Tae-woo: Yes.

Truck drivers have been asking us to discuss it in public hearings and debates.

But last year and this year, as you know, it seems to have been the case with the presidential and local elections, but neither the government nor the National Assembly moved.

In addition, the government was obliged to evaluate and report on the effectiveness of the law one year before the end of the law.

So, I entrusted the research to the Transportation Research Institute, which you saw earlier, and received a report, but the National Assembly did not report it.

And the National Assembly didn't even ask the government why it didn't bring results.

In this way, the National Assembly and the government failed to fulfill their responsibilities, and it has come to this situation today (the 7th).]

Q. Can the business and labor circles compromise?

[Reporter Im Tae-woo: Yes.

However, the reality is that once this strike begins, it is difficult for unions to stop.

Also, the only data that can be a basis for negotiations is the research result of the Korea Transportation Research Institute that you just saw, and the result came out subtly.

It is difficult to find a compromise right away because it is easy for the business and labor circles to interpret and argue in their favor.]

Q. Can you find a compromise?

[Reporter Im Tae-woo: That part is a concern.

Since this is the first large-scale strike since the government took office, it seems that they are taking strict measures and emphasizing laws and principles.

However, there is no sign of whether the union will listen to the word and bend in to enter.

As such, the biggest concern is the cement side.

The trucks participating in the strike are concentrated, so if the strike is prolonged, it will have an immediate impact on the construction site and may adversely affect the overall economy.

It is an important time to take a step back and find a compromise point.]
