The rental housing and industrial parks obtained by municipal and district state-owned enterprises through various means, the existing staff dormitories, blue and white-collar apartments, and talent apartments of enterprises and institutions, as well as qualified self-owned rental housing, can be voluntarily applied for through the municipal and district housing. For commercial offices, hotels, factories, warehouses, scientific research and education and other non-residential stock houses that are idle and inefficiently used (including non-residential stock houses on collectively-owned commercial construction land), they shall meet the planning principles, keep the ownership unchanged, and meet the safety requirements. On the premise of respecting the will of the masses, it can be applied to be converted into affordable rental housing.

The land for which enterprises and institutions have obtained the right to use according to the law is allowed to be used for the construction of affordable rental housing under the premise that it complies with the planning, the ownership remains unchanged, the safety requirements are met, and the will of the masses is respected.

  On the basis of respecting the collective wishes of farmers, explore the use of collective operating construction land to build affordable rental housing.

On the premise of ensuring safety, the upper limit of the land area for administrative office and living service facilities in the industrial park can be increased from 7% to 15% of the total project land area, and the increase is mainly used for the construction of dormitory-type security It is strictly forbidden to build a complete set of commercial housing.

Affordable rental housing land can be supplied by means of assignment, lease or allocation, among which, if it is supplied by means of assignment or lease, the rental price and adjustment method of affordable rental housing can be used as a precondition for assignment or lease, and the assignment price is allowed to be collected in installments .
