  On May 16, the official website of the Shenzhen Municipal Bureau of Education announced the "Shenzhen Public Primary and Secondary Schools Group-based School Implementation Plan" (hereinafter referred to as the "Implementation Plan"), which clearly stated that by 2025, Shenzhen will cultivate 80 high-quality public primary and secondary education groups. , Group-run schools cover all new compulsory education schools in the city.

  From the perspective of the industry, this "Implementation Plan" has been significantly improved compared to the previous group-based school-running efforts, and it is expected to effectively promote Shenzhen's compulsory education to be balanced.

Cultivate 80 public education groups

  Taking "quality resource sharing" as the starting point, the trend of the group's school-running model has gradually become clear in recent years.

Beijing, Shanghai, Guangzhou, Shenzhen, Hangzhou, Wuhan, Nanjing and other places have already implemented it.

  Nanshan District, Shenzhen took the lead in establishing Shekou Yucai Education Group in 2003. By the end of 2021, Shenzhen has established 32 primary and secondary education groups, and the municipal group-run schools cover more than 90% of the city's districts.

  Compared with other first-tier cities, the pace of education groupization in Shenzhen is slightly slower.

According to the Guangzhou Education Work Conference in 2022, Guangzhou will add 25 new education groups in 2021, bringing the number of education groups to 111.

By the end of 2019, Beijing had 158 education groups of various types and 131 school districts, and more than two-thirds of primary and secondary schools had been incorporated into the district system.

Since the 2015 school year, Shanghai has fully implemented school district-based group-based schools. By 2020, more than 75% of compulsory education schools have entered school districts or groups.

  In order to accelerate the pace of education group construction, the "Implementation Plan" proposes the goal of selecting "80 high-quality office primary and secondary education groups" during 2022-2025.

In addition to requiring a certain number of new additions every year, the plan also requires the education group to cover from "covering the whole district" to "covering all streets" to "covering all weak schools", and finally to cover all newly-built compulsory education schools in the city, so as to achieve the goal of achieving home-based coverage. Go to a "prestigious school".

  Zhong Jian, a professor of economics at Shenzhen University, told Yicai that the launch of the "Implementation Plan" is another major measure for Shenzhen to solve the problem of basic education.

The main problems of basic education in Shenzhen are: First, the contradiction between supply and demand is large, and the degree is far from enough, and it must be expanded and increased; second, the development is unbalanced, and a few key schools have become popular, resulting in the phenomenon of sky-high school district housing.

The implementation of this plan is conducive to expanding the construction of high-quality degrees and gradually alleviating the problem of insufficient degrees.

Strictly prevent school district housing speculation

  Regarding how to give full play to the role of the backbone teachers in the core schools of the group, the "Implementation Plan" proposes that, firstly, to promote the institutionalization of the exchange of teachers within the group, and more than 15% of the number of teachers newly included in the group's management schools should be taken by the group from the original member schools of the group. elective.

The second is to strengthen the training of cadres of the group. The group will send no less than 5 cadres to serve in the newly added group member schools, and take 1-2 years of exchange and rotation work experience as an important factor for the promotion of school-level cadres.

  Some parents have doubts about how to give full play to the radiating role of the core school and avoid simple "OEM".

In this regard, the "Implementation Plan" clarifies that, firstly, we must coordinate the resources of venues, facilities and equipment within the group, explore the resource co-construction mechanism, and build a resource sharing platform; secondly, we must integrate the group's curriculum resources and enrich the curriculum supply; thirdly, we must strengthen the group's joint research and education, Actively promote group teachers to jointly carry out teaching and research activities.

  The "Implementation Plan" proposes that the location of schools directly under the municipality should be approved by the competent education administrative department, and priority should be given to affordable housing and street university districts, which cannot be tied to any community or linked to any real estate.

It is forbidden to name schools after real estate developers and to avoid linking with commercial interests.

The naming of the member schools of the group-run school should adhere to the name and reality, accurate and standardized, reflect the school-running philosophy, highlight the connotative characteristics, and avoid single labeling.

Compulsory education groups in all districts shall use names with regions.

  Song Ding, deputy dean of the China Urban Economic Research Institute, said in an interview with China Business News that the implementation of the plan will have a certain impact on the existing so-called bundled school district housing system, and the phenomenon of "high-priced school district housing" will no longer be present.

However, the gap between famous schools and non-famous schools objectively still exists, and the impact of this factor on housing prices in the school district may be difficult to erase in a short time.
