The "Implementation Plan" clearly requires that by 2025, the energy efficiency of Tianjin's key fields of metallurgy, building materials, petrochemicals and chemical industry will reach the benchmark level and the production capacity will exceed 30%.

By 2030, the overall energy efficiency and carbon emission intensity of key industries in Tianjin will reach the international advanced level.

  The "Implementation Plan" identifies 8 key tasks, including establishing a catalog of enterprise energy efficiency, formulating an implementation plan for technological transformation, prudently organizing and implementing technological transformation, guiding the orderly exit of low-efficiency production capacity, strictly implementing project access requirements, and strengthening green and low-carbon technological innovation Tackling key problems and popularizing applications, promoting the optimization and adjustment of industrial structure, and promoting the green development of data centers, etc.

  The "Implementation Plan" proposes that the urban linkage will conduct a thorough investigation on the energy efficiency of key fields such as metallurgy, building materials, petrochemical and chemical industry and data centers, carefully investigate the projects under construction, scientifically evaluate the proposed projects, transform and upgrade the existing projects, and register them one by one. Strictly implement classified management to ensure full coverage of enterprises and projects in key areas.

According to national regulations, for projects (devices) whose energy efficiency level is between the benchmark level and the benchmark level, enterprises are encouraged to carry out transformation and upgrading with reference to the benchmark level requirements in combination with maintenance and other opportunities, and strive to achieve the energy efficiency benchmark level; for projects (devices) below the benchmark level. ), urge qualified enterprises to implement transformation as soon as possible, and clarify the transformation plan and elimination time limit (generally no more than 3 years).

Encourage state-owned enterprises and key enterprises to play a leading role and carry out demonstration transformations for energy conservation and carbon reduction.

  The "Implementation Plan" requires strict project energy-saving review and environmental assessment approval, and enhances the project's clean production and low-carbon development requirements.

For the projects to be built and under construction, the construction and implementation of the energy efficiency benchmarking level shall be compared, and the energy efficiency level shall be improved as much as possible, and strive to reach the benchmarking level in an all-round way.

In accordance with national regulations, the implementation measures for production capacity replacement in steel, cement, flat glass and other industries shall be strictly implemented, and new calcium carbide and urea (one of the downstream industrial chains of synthetic ammonia) projects shall be replaced by equal or reduced production capacity, and new oil refining projects shall be strictly implemented in accordance with relevant national policies.

Construction projects that violate laws and regulations shall be investigated and punished according to law.

  Tianjin will make full use of the innovation resources of scientific research institutes, industry associations and key enterprises to carry out energy-saving and low-carbon common key technologies, cutting-edge leading technologies, disruptive technology research and development, and related facilities and equipment research and development, and accelerate the formation of a batch of key technologies with independent intellectual property rights. Technology and core equipment that have a major role in promoting energy conservation and carbon reduction in enterprises.

Encourage enterprises in key areas to accelerate the industrial application of advanced energy-saving and low-carbon technologies such as raw material carbon reduction, process decarbonization, carbon dioxide capture and conversion and utilization.

Promote the implementation of upgrading, transformation and process reengineering in the steel industry.

Encourage chemical enterprises to speed up the structural upgrading from heavy chemical to fine chemical, from monomer material to polymer composite material, and from basic chemical to high-end chemical new material.

Organize enterprises in key fields to declare and select benchmarking enterprises for energy conservation and carbon reduction, and recommend qualified enterprises to apply for national energy efficiency "leaders".
