The Government yesterday offered the unions

a new offer of public employment with historical figures

that, in addition, the representatives of the civil servants hope to increase until, predictably, the negotiation is closed next Thursday.

According to sources from both CSIF and UGT, the data is as follows: almost 14,000 free access places;

more than 9,000 internal promotion;

and around 4,000 additional stabilization data, the latter data that will be addressed again today in a new meeting between the Civil Service and the unions and that it is very possible that it will grow somewhat more.

There are, therefore,

between 27,000 and 28,000 places

for the General State Administration (AGE) without counting the Security Forces and Bodies.

Unprecedented data that is especially powerful in terms of free access places.

And that they are negotiating at

an undoubtedly complex economic time

, with the economy growing below what the Government promised and exposed to the many uncertainties derived from the war unleashed in Ukraine.

For the unions, however, the figures are still insufficient, and they are for two reasons that they understand are weighty.

On the one hand, because the Administration has accumulated

a loss of up to 54,000 jobs

in the last ten years, that is, since it began to suffer the consequences of the financial crisis.

On the other, because the AGE is totally aged, and the Government itself admits that

a “massive” retirement process

is already taking place .

So much so that by 2031 nearly 100,000 civil servants and public workers will leave their posts.

“Based on the evolution of registrations and dismissals in the General State Administration (AGE) for career civil servants and permanent employees, the ten-year trend projections

reflect a massive loss of personnel

, with 59.64% of the current retired workforce [99,772 employees], explains the Ministry of Public Administration, which is directed by María Jesús Montero in a document that it prepared last year.

«

The AGE is at a minimum, in a precarious situation

, and that makes a massive job offer necessary.

This offer supposes the creation of only 4,000 net jobs and it will take between two and three years to become effective”, underline CSIF sources.

“That is precisely what we intend, that it be a record job offer because the situation is very complex.

A good example of what is happening is Social Security, which has gone from having 30,000 to 23,000 workers, and now has to manage more benefits than ever”, they agree in UGT.

multi-year agreement

The unions, likewise, defend that planning for several years is necessary.

A multi-year offer to prevent "

the model of the Administration, as we know it, from going down the drain

", they stress.

The Government, on the other hand, does not seem willing to accept this type of agreement for several years, similar to the one signed by the previous Minister of Finance and Public Administration, Cristóbal Montoro.

And for the union representatives this point is so vital that if they don't get it, they are willing not to sign the agreement.

What

has not been discussed for now is the salary increase for civil servants

, a point that will be even more complex than that of the job offer.

The Government is asking private workers for an income pact to avoid an inflationary spiral, and public workers have already made their demands clear: recover the purchasing power lost in recent years, for which a rise above inflation.
