  Xin Guobin: In the first quarter, the added value of industries above designated size increased by 6.5% year-on-year, 2.6 percentage points faster than the fourth quarter of 2021, maintaining the momentum of continued recovery.

However, since mid-to-late March, the industrial economy has seen some new situations and problems, and faced new downward pressure.

From the analysis of the situation reflected in various places, the most prominent difficulty at present is that the external environment is severe and complex, the instability and uncertainty have increased, and the superimposed epidemic situation has spread in many places, resulting in more shutdowns of enterprises and poor logistics and transportation.

In addition, the prices of bulk raw materials continued to fluctuate at a high level, which increased the cost of mid- and downstream enterprises, and increased pressure on capital turnover of small, medium and micro enterprises, affecting the stable operation of the industrial chain and supply chain.

  In the face of these difficulties, the Ministry of Industry and Information Technology takes the smooth supply chain of the industrial chain as the primary task of its current work, immediately establishes a "whitelist" system for key industrial chain supply chain enterprises, and quickly takes a series of measures in conjunction with relevant departments to ensure smooth and stable production.   Strengthen multi-party collaboration.

The work plan was issued, and front-end working groups were dispatched to key areas to ensure the guarantee of medical supplies and the promotion of the resumption of work and production of enterprises.

Focusing on four areas: medical supplies for epidemic prevention, living necessities for residents, important materials for agricultural production, and key materials for strategic emerging industries, a "white list" system for key enterprises has been established, 1,624 key enterprises have been identified in four batches, and 17 provinces have been guided A "white list" of key enterprises at the local level has been established to coordinate and resolve specific difficulties and problems reported by key enterprises in a timely manner, and to ensure element services.

As of April 28, among the first batch of 666 "white list" enterprises in Shanghai, the resumption rate reached 86.8%, of which the resumption rate of vehicle and parts supporting enterprises in the automobile manufacturing industry reached 77%. The resumption rate of related enterprises reached 91%.

The 50 key enterprises monitored by Jilin Province have a resumption rate of 98%.

  In the next step, we will make efforts from three aspects: First, to ensure stable production of key enterprises.

With the joint efforts of all parties, since mid-April, the industrial economy has gradually shown signs of stabilization and improvement.

Since the second week of April, the decline of industrial electricity consumption has narrowed for two consecutive weeks; the employment index of industrial clusters monitored by mobile phone signaling has also stabilized and rebounded.

In general, the difficulties encountered by the current industrial economy are short-term and temporary.

We have a complete range of industries, a complete supporting system, a broad market space, and the strong leadership of the Party Central Committee. The fundamentals of my country's long-term industrial economy will not change.

  In the next step, we will conscientiously implement the spirit of the Politburo meeting, efficiently coordinate epidemic prevention and control and economic and social development, strengthen confidence, overcome difficulties, and focus on four aspects:
