“To introduce amendments to Article 2 of the Federal Law .... amendments, supplementing it with the words: “... as well as with regard to prices (tariffs, rates) for services in the seaport for loading, unloading and storing liquefied natural gas at sea transshipment complexes, produced in the Arctic zone of the Russian Federation, which are set for the payback period of investment projects for the construction and operation of such transshipment complexes, while payments for these services are made in rubles, ”the text of the document says.

On March 31, Russian President Vladimir Putin signed a decree on gas trade with unfriendly countries. 

According to him, in order for Western countries to be able to purchase gas from Russia, they must open accounts in Russian banks.

In April, the head of state announced that banks in unfriendly countries were delaying payments for Russian energy resources.
