According to him, this is due to their desire to avoid possible losses. 

“Third and last, if you look at the sanctions, you will find that the doors to the Russian economy are not 100% slammed ... Western countries, in particular the United States, do not want to completely close the doors to the Russian economy, perhaps so that Russia has an incentive end the war and start the political process,” he concluded.

Earlier, First Deputy Prime Minister of Russia Andrei Belousov said that the West is attempting a global economic blockade of Russia.
