United Russia has submitted to the State Duma a draft law on the introduction of external management of foreign enterprises wishing to leave the country.

This was announced on Tuesday, April 12, by the press service of the party.

“The goal is to protect the interests of Russians, save jobs and support the economy.

The United Russia initiative will affect those companies that made a decision without obvious economic reasons, based on anti-Russian sentiment in Europe and the United States.

At the same time, their activities significantly influenced the stability of the economy,” the report says.

If the bill is passed, the transfer of companies under external management will be appointed only by a court decision.

At the same time, foreign owners will retain the opportunity to resume work in Russia or sell a block of shares.

Thus, foreigners will be able not to lose their business, and workers will receive guarantees of further employment, the party specified.

The state corporation VEB.RF or another organization may be appointed as the external administration of the company leaving Russia.

The corresponding decision will be taken by the interdepartmental commission under the Ministry of Economic Development.

Recall that since the end of February 2022, the United States, the European Union and a number of other states continue to impose ever new economic sanctions against Russia.

The restrictions affected the financial sector, the banking industry, as well as energy, trade and aviation.

Along with this, almost half of the country's gold and foreign exchange reserves (worth $300 billion) were frozen, and many international companies announced their withdrawal from the Russian market.

Against this background, back in early March, the government approved a set of measures to support the economy and proposed the introduction of external administration for companies leaving Russia.

The Cabinet's initiative was approved by President Vladimir Putin.

“We need to act decisively and in no case allow any damage to local suppliers, Russian suppliers of any component materials.

It is necessary ... to introduce external management and then transfer these enterprises to those who want to work.

There are enough legal market instruments.

There is no need to allow any arbitrariness here,” the head of state said.

At the same time, the proposal of the Russian authorities does not imply the nationalization or seizure of other people's property, Alexander Kalinin, President of the All-Russian Public Organization of Small and Medium-Sized Business "Support of Russia", drew attention in an interview with RT.

“The measure largely repeats the norms of the bankruptcy law, which we have been in force for a long time.

This is all happening in accordance with the civil code.

If the owners deny the right to operate the enterprise or impede its functioning, then external management is introduced.

This is a good step that will allow them to maintain a presence in Russia,” Kalinin explained.

As the specialist noted, most foreign companies today do not want to leave Russia.

Nevertheless, enterprises are forced to take such steps due to unprecedented political pressure, the expert explained.

However, Russia is still open for a constructive dialogue.

With these words, Prime Minister Mikhail Mishustin addressed foreign business earlier.

“We respect your work, the efforts that you have invested in your projects on the territory of our country.

We appreciate our cooperation.

But if you are still forced to leave, the enterprise must continue to work, because it provides jobs.

Our citizens work there, and protecting their interests is our priority.

The standard of living of people cannot depend on the whims of foreign politicians,” Mishustin stressed.

As Nikolai Vavilov, a specialist in the Strategic Research Department at Total Research, told RT, against the backdrop of the decision of a number of foreign companies to suspend their work, many enterprises are now idle.

At the same time, if some employers continue to pay salaries to their employees or sent them on vacation, then some entrepreneurs began to lay off workers.

Thus, the introduction of external management will allow companies to restart and thereby maintain employment, the expert is sure.

“Ultimately, companies will most likely simply not want to lose profits over the long term.

Therefore, over time, they themselves will return to full-fledged work in the Russian Federation, ”Vavilov said in an interview with RT.
