If the start and end points are not in the licensed business area to engage in online car-hailing business activities, the taxi administrative department and the pricing department at or above the county level shall order corrections according to their duties, and impose a fine of not less than 5,000 yuan but not more than 10,000 yuan for each illegal act; if the circumstances are serious , a fine of not less than 10,000 yuan but not more than 30,000 yuan shall be imposed.
