From January to February, Guangdong's industrial production grew steadily, the growth rate of fixed asset investment was generally stable, and imports and exports continued to grow. However, the volume of passenger and freight fell year-on-year.

Recently, Guangdong Province and local-level cities have intensively introduced relevant measures to support economic development, including support for small and medium-sized enterprises and individual industrial and commercial households, difficult industries in the service industry, and industrial economy.

In January this year, Zheng Renhao, director of the Guangdong Provincial Development and Reform Commission, stated in the "Report on the Implementation of Guangdong Province's 2021 National Economic and Social Development Plan and the 2022 Draft Plan" that in the specific work in 2022, stable growth will be given priority to more prominent position.

Actively introduce policies that are conducive to economic stability, prudently introduce policies that have a contractionary effect, appropriately advance policy efforts, speed up the progress of fiscal expenditure, moderately advance infrastructure investment, strive to solve difficulties and problems in economic operation, and achieve economic quality. Steady improvement and reasonable volume growth.

From January to February, the overall economic performance of Guangdong continued to recover steadily from the previous year, and the growth of major indicators was in line with expectations.

Multi-faceted support for difficult enterprises and industries

On March 25, the official website of the Guangdong Provincial Government also released "Several Measures for Promoting the Recovery and Development of Difficult Industries in the Service Industry", "Action Plan for Promoting Steady Growth of Industrial Economy" (hereinafter referred to as "Action Plan"), "Accelerating the Promotion of the Prefabricated Vegetable Industry". "Ten Measures for High-Quality Development" and other three incentive policies and measures.

There are a total of 47 specific measures for the service industry, focusing on reducing the production and operation costs of enterprises and optimizing the business environment of enterprises, to support the market players of the service industry to overcome difficulties and resume development.

These measures can be divided into three major aspects: first, inclusive relief and support measures; second, for five special difficult industries such as catering, retail, tourism, road, water and rail transportation, and civil aviation, respectively, put forward relief and support measures; The third is to create a favorable environment for the development of the service industry, and to implement precise epidemic prevention and control measures.

Chen Hongyu, the former vice president and professor of the Guangdong Provincial Party School, said in an interview with China Business News that since the epidemic, Guangdong has issued a lot of support policies. Among the three documents released recently, one of them is especially aimed at the affected service industry, including five a special industry, which is a feature of recent policies.

This feature also shows that in the two years since the outbreak of the epidemic, the government has accumulated some experience and explored some rules on how to coordinate the prevention and control of the epidemic and economic and social development, which can provide more targeted and accurate support to enterprises. The relevant resources are more concentrated, and the means selected are more appropriate.

In 2021, the total industrial added value of Guangdong Province will exceed 4.5 trillion yuan, continuing to rank first in the country. The contribution rate of all industrial added value will reach more than 40% for the first time since 2015, of which the provincial industrial added value will increase by 9% year-on-year. It is also the first time since 2015 that it has exceeded GDP growth (8%).

Chen Ji, a member of the party group of the Guangdong Provincial Department of Industry and Information Technology, said at a press conference on the 25th that the "Action Plan" proposed a total of 32 measures for eight actions.

Among them, 23 measures of five actions, including tax reduction and fee reduction, financing promotion, supply and price stabilization, investment boost, and resource factor guarantee, are refined according to the national "Industrial Policy"; 9 measures, including three actions to improve quality and efficiency of enterprises, are the content of policies that have been increased in combination with the actual situation of Guangdong Province.

In general, the Action Plan and the recently introduced relief policy for small and medium-sized enterprises are misplaced and complementary.

In early March, Guangdong Province issued "Several Policies and Measures to Further Support the Bailout and Development of SMEs and Individual Industrial and Commercial Households", taking into account the two major aspects of bailout assistance and innovation and development, including cost reduction, market development, rights protection, financing, talent There are seven aspects of support, innovation, and precise support for individual industrial and commercial households.

The policy applies to all kinds of small and medium-sized enterprises, including 16 industries including agriculture, forestry, animal husbandry, fishery, industry, retail, and catering.

Guangdong is a large province of small and medium-sized enterprises and individual industrial and commercial households. At present, there are more than 15 million market entities in the province, accounting for about 1/10 of the country's total, including more than 6.3 million small and medium-sized enterprises and more than 8.3 million individual industrial and commercial households; the number of private economic units , added value, total import and export volume, and the number of employees ranked first in the country.

Ding Li, a researcher at the Guangdong Academy of Social Sciences, said in an interview with China Business News that for small and medium-sized enterprises, the current support policies will have certain effects, but there are still too few that can "quench their thirst".

There are many reasons for SMEs to encounter difficulties in production and operation, and they vary from one to another, such as loans and electricity consumption. But at the same time, there are also many problems that cannot be solved by policies. For example, under the epidemic, some SMEs have broken their capital chains. , production and operation are difficult to sustain.

In addition, various parts of Guangdong Province have successively introduced support policies in March.

For example, Shenzhen issued "30 measures for market relief", Guangzhou issued "13 measures for smooth supply chain", Dongguan implemented "6 measures for relief" and "12 measures for chain protection", and Hengqin Guangdong-Macao Deep Cooperation Zone launched "10 measures for cost reduction" ".

  Further promote coordinated regional development

In the first two months, Guangdong's industrial production grew steadily, the growth rate of investment in fixed assets was generally stable, and imports and exports maintained growth. However, the volume of passenger and freight fell year-on-year.

Among them, from January to February, the added value of industries above designated size in Guangdong Province was 0.53 trillion yuan, a year-on-year increase of 5.5%, and the growth rate was 0.3 percentage points higher than the two-year average growth rate in 2021.

In terms of industries, the added value of mining, manufacturing, electricity, heat, gas and water production and supply increased by 17.2%, 4.8% and 11.1% respectively.

Among the pillar industries, the added value of the automobile manufacturing industry increased by 28.6%, driven by the further easing of the chip shortage and the rapid development of new energy vehicles.

The new kinetic energy developed rapidly, and the added value of the pharmaceutical manufacturing industry and the advanced equipment manufacturing industry increased by 12.8% and 13.3% respectively.

In terms of product output, the growth of smart low-carbon products is good, the output of industrial robots increased by 15.7%, and the output of 3D printing equipment increased by 18.6%; the output of new energy vehicles increased by 205.2%, and the related lithium-ion batteries and charging piles increased by 11.0% and 109.4% respectively. %.

From January to February, the investment in fixed assets completed in Guangdong Province increased by 6.2% year-on-year.

From the perspective of investment, industrial investment continued the strong growth momentum of the previous year, with an increase of 38.6%, which was 18.8 percentage points higher than the national (19.8%). Among them, the investment in industrial technological transformation increased by 36.1%, and the green and low-carbon transformation and intelligent development of industrial enterprises were stable. advance.

Chen Hongyu said that in general, considering the factors of the Spring Festival holiday, the indicators in the first two months will be relatively slow, or even go down, and Guangdong is a province with relatively large labor mobility, but from this year's data indicators can be seen Compared with the two-year average in 2021, most of the indicators remain basically stable and slightly higher than the two-year average, which shows that Guangdong's economic recovery is relatively normal.

When it comes to the pressure faced by Guangdong, Chen Hongyu believes that in the final analysis, it is still "those old sayings".

First, as the economy turns to high-quality development, the structural, institutional and cyclical contradictions in Guangdong have not been fundamentally resolved.

In the past two years, a large part of the energy has been focused on fighting the epidemic, "six stability and six guarantees", and at the same time ensuring the normal operation of the economy, but Guangdong still has a long way to go in promoting the innovation and optimization of the entire economic structure.

Chen Hongyu said that from the data of the first two months, it can be seen that the growth of some industries is relatively ideal, especially the emerging industries and high-tech industries. .

However, it should also be noted that some industries, such as intelligence and digitization, which had high expectations before, still need to make further breakthroughs.

Second, consumption is a horse-drawn carriage. The epidemic has not fully recovered in the past two years. Small and medium-sized enterprises in the service industry, tourism, and cultural industries, especially the self-employed and other market entities, are under great pressure. This is a problem that Guangdong will strive to solve. .

Third, there has always been a problem of uncoordinated development between urban and rural areas in Guangdong. This problem has been more clearly exposed during the epidemic, and some new differentiations have emerged in the coordinated development of regional spaces.

Some areas have made good progress in development in the past two years. For example, Shanwei in the east, Yangjiang in the west, and Zhanjiang in the west of Guangdong have also begun to enter the investment return period, indicating the national strategy of the Guangdong-Hong Kong-Macao Greater Bay Area and Guangdong Province's "one core, one belt, one area". The construction of the regional development pattern has gradually achieved results.

However, the gap between some areas in eastern Guangdong and northern Guangdong and the Pearl River Delta is still widening. If it continues to expand, it will affect the "six stability and six guarantees" and affect the overall high-quality development of Guangdong. Therefore, Guangdong should take more effective measures in the next step. measures to promote coordinated regional development.
