The

package of aid, measures and commitments

designed

by the Government in favor of the transport sector has opened the division between unemployed workers and employers.

Yesterday, the platform for the Defense of the Road Freight Transport Sector encouraged its followers to hold a protest, "which is already in the final stretch."

Meanwhile, sources from the logistics sector indicated that the activity had already been resumed on Spanish roads with great agility and

they anticipated a return to the supply situation prior to the protest by the end of the week

.

"The activity is being resumed with great agility,

prioritizing human and animal food in the logistics chains

," they explained yesterday at the Logistics and Transport Business Organization,

UNO

.

According to this partner organization of CEOE, the current situation "is practically normal", with the carriers returning to work "in a majority way", although with "isolated pickets trying to block activity in Asturias and Cádiz".

The division between carriers after the Government's agreement with the National Committee for Road Transport (CNTC) was also highlighted yesterday by the National Federation of Associations of Autonomous Workers,

ATA.

Its president,

Lorenzo Amor, assured that 95% of the 207,000 autonomous transport workers in Spain are already working

and directed severe criticism against the organization that has led the protests in recent weeks.

"The organizations are not here to wear down governments. The organizations are here to talk, negotiate, dialogue, reach consensus and agree with the governments. That is the constitutional mandate that the organizations that represent businessmen, self-employed or workers have," he affirmed.

If the agreement ends up convincing the carriers, it will be seen definitively in the next few hours.

The Government's plan against the economic consequences of the invasion of Ukraine includes a last attempt by the Executive to ease the protests of the carriers and put an end to the strike that today totals 15 consecutive days.

Specifically, within the battery of measures presented this morning by the president, Pedro Sánchez, the "commitment to approve a law that allows carriers to work with a fair price" is contemplated.

The proposal is the latest claim that the

Platform for the Defense of the Road Goods Transport Sector

, led by Manuel Hernández, demanded from the Minister of Transport, Raquel Sánchez, at the meeting they both held last Friday afternoon, a time that the minister herself had closed a sectoral agreement with the employers' association CNTC.

The impossibility of starting it immediately, as Hernández demanded, made the strikers keep the pulse of the Executive and decide to continue with the stoppages.

And in case there was any doubt, the same platform released a statement yesterday afternoon in which it reiterated its position.

"The administration yes or yes has to give us a solution because they can't take this scenario much longer," they say.

"The analysis of the current transport situation is that right now

we are much worse than when we stopped

, the most expensive diesel and with forecasts to rise much more, and the price of postage, despite the fact that they are offering higher amounts, we know that when they unclog their warehouses they will pay what they were paying again.

Therefore, and unfortunately, it is less bad to continue standing still until a solution is found, than to work in the current conditions", they add. In the note, the organization hopes to "be in the final stretch" of the protest and encourages its partners to continue in it: "Let's continue until the end", he concludes.

The measure announced by Pedro Sánchez is actually a historical requirement of the sector and what the Government is doing now is committing itself to apply the principles of the Food Chain Law to the

road freight transport sector

, to ensure a fair use of the subcontracting and the profitability of work in the sector, thus rebalancing

the existing asymmetries

between its different actors

.

WORK AT A LOSS

The problem is the times.

"He has promised to present us with a draft law within two or three months to

guarantee the impossibility of being able to contract transport at a loss

, but we consider that in these two or three months we need some

transitory measure,"

explained Manuel to justify his posture and that of the platform.

Raquel Sánchez explained to them in that meeting something that Ministry sources now reiterate, that the Government wants to have a draft ready that addresses this problem before July 31, that they will try to have it in a period prior to that date, that it is impossible to make a project of law, not even temporary, in three days, and that

"the temporary measures are the 1,050 million euros"

that the Executive has put on the table to alleviate the situation of carriers in these months.

Raquel Sánchez has assured this Monday in statements to RNE, that she has nothing more to talk about with the strikers.

The sources consulted assure that they do not know if a new meeting will take place or not, although they explain that, if it does take place, "it would be to explain the same thing again, because as far as the content is concerned, it will not be possible to go further."

MEASURES OF THE AGREEMENT

The plan includes thirty proposals, among which a bonus of 20 cents per liter in fuel for the sector that includes

diesel, gasoline, gas and adBlue stands out

, of which the State will contribute 15 cents and the oil companies a minimum of 5 cents per liter.

The discount

will be valid from April 1 to June 30, although it will be extendable

"as the markets evolve."

According to calculations by the Ministry of Transport, the

bonus

will mean a saving of around

700 euros per truck per month,

and an injection of "600 million euros for the sector".

To this amount should be added 450 million in

direct aid for

freight

and

passenger

transport companies

depending on the type of vehicle.

The amount will be

1,250 euros per truck

, 950 per bus, 500 per van and 300 per light vehicle (taxis, VTC and ambulances).

In addition, with the intention of guaranteeing the liquidity of the companies, an extension of the maturity period of the

credits

guaranteed by the ICO will be included up to 8-10 years, and an extension of the grace period of the credits guaranteed by the ICO of 6 months, as an immediate application measure.

A new line of credits will also be established for the sector guaranteed by the ICO with a 12-month grace period and the monthly return of professional fuel from April, compared to the quarterly period currently in force, and the implementation of a monthly early return system with annual regularization .

Within the set of social measures, aimed at guaranteeing social protection for the

self

-employed , the budget allocation for

aid for abandoning the transport profession

will be doubled , going from 10 to 20 million euros in 2022. In this sense, the

The road transport sector

is characterized by the existence of a significant number of elderly professionals for this type of work, with a lack of resources to abandon the activity before reaching the age of 65.

This situation represents a social impact for which the Ministry allocates a significant budget item, with

aid for self-employed workers of 30,000 euros

and which, thanks to the agreement reached, will double these amounts to help a greater number of self-employed workers to be able to face the abandonment of their activity.
