From August 4th, after the completion of the apartment building, the 'inter-floor noise post-confirmation system' is introduced, which checks the noise blocking performance between floors, and the floor noise standards are strengthened.

The Ministry of Land, Infrastructure and Transport announced on the 27th that, starting on the 28th, the 'Regulations and Rules for Housing Construction Standards, etc.' and 'Standards for Recognition and Management of Floor Impact Sound Blocking Structures in Apartment Houses' will be notified of legislation and administrative notice, respectively.

This is a follow-up measure following the revision of the Housing Act in the National Assembly last month to introduce a post-confirmation system for noise between floors.

According to the new system, business owners of apartment complexes, such as apartments, must conduct a performance test to check the floor impact sound blocking performance and submit it to the inspection agency after the completion of the apartment and before receiving approval for use.

If the floor impact sound blocking performance does not meet the standard, the inspection agency may recommend complementary construction or compensation to the operator.

A business operator recommended for supplementary construction or damage compensation must prepare and submit an action plan within 10 days and report the action result to the inspection agency.

The National Land Safety Management Agency is scheduled to be designated as the floor impact sound performance inspection agency.

The standard for floor impact sound that causes inter-floor noise is strengthened. Light impact sound is lowered by 1 dB from the current 58 dB to 49 dB, and heavy impact sound is lowered by 1 dB from 50 dB to 49 dB.

The method of measuring floor impact sound isolation performance is also changing.

Currently, the 'bang machine' method of lifting and dropping a tire (7.3 kg) to a height of 1 m is used as a floor impact sound measurement method. 2.5 kg) is changed to an 'impact ball' (rubber ball) method.

The bang machine is too heavy to make noise that does not occur in real life, but the impact ball is similar to the sound of a child running 'bean kong'.
