• Strikes Government and carriers agree on a discount of 20 cents on fuel and a package of measures for 1,000 million euros

The government and carriers have reached an agreement this morning to try to put an end to the strikes in the sector that are facing their 12th day this Friday and that keep the country's distribution and supply chains in check.

The agreement includes thirty measures that

exceed the amount of 1,000 million euros

and the Executive hopes that it will serve for the strikers to call off the stoppages, although the platform that convened the mobilizations has denied since early in the morning that they are going to do it.

Below we review the most important keys of the aid package closed by the Ministry of Transport and the CNTC (National Committee for Road Transport), the majority employer in the sector:

bonus

It is one of the main measures of the agreement and also addresses one of the main claims of carriers.

Specifically, the Executive will reward carriers with

20 euro cents per liter or kilo of fuel

, of which 15 cents will come from the public budget and 5 cents will be borne by oil product operators, and which will be applied to diesel, gasoline , gas and adblue.

This bonus

will mean more than 600 million euros

for the transport sector.

It will be valid from April 1 to June 30, extendable depending on the evolution of the markets.

The Ministry of Transport, led by Raquel Sánchez, estimates a

saving of around 700 euros per truck per month

and contemplates the forecast that the National Commission for Markets and Competition (CNMC) will monitor its implementation.

1.05 billion

The bonus, together with direct aid of 450 million, will mean an injection of more than 1,000 million euros into the sector.

Guarantee liquidity

The second of the objectives pursued by the plan is to provide rapid support to companies in the sector and guarantee their liquidity.

For this, the Executive contemplates

direct aid for an amount of 450 million euros

for freight and passenger transport companies depending on the type of vehicle.

The amount will be

1,250 euros per truck

, 950 euros per bus, 500 euros per van and 300 euros per light vehicle (taxis, VTC and ambulances).

In addition, an extension of the maturity period of the credits guaranteed by the ICO will be included up to 8-10 years, and an extension of the grace period of the credits guaranteed by the ICO of six months, as an immediate application measure.

A new line of credits will also be established for the sector guaranteed by the ICO with a 12-month grace period and the

monthly return of professional fuel from April,

compared to the quarterly period currently in force, and the implementation of a monthly early return system with annual regularization .

social measures

Within the set of social measures, aimed at guaranteeing social protection for the self-employed, the budget allocation for aid for abandoning the transport profession will be doubled,

going from 10 to 20 million euros in 2022.

As the Ministry points out, the road transport sector is characterized by the existence of a significant number of elderly professionals for this type of work, with a lack of resources to abandon the activity before reaching 65 years of age.

This situation represents a social impact for which the Ministry allocates a significant budget item,

with aid for self-employed workers of 30,000 euros

and which, thanks to the agreement reached, will

double these amounts

to help a greater number of self-employed workers to be able to face the abandonment of their activity.

And finally, within the set of measures aimed at rebalancing the existing asymmetries between the players in the road freight transport sector, and thus improving the position and competitiveness of this sector, it has been agreed to accelerate one of the commitments adopted last month of December, in such a way that before July 31, the Ministry of Transport will present to the CNTC a draft law to apply

the principles of the Food Chain Law to the

road freight transport sector , to ensure fair use subcontracting and the profitability of work in the sector to subsequently present it to the Council of Ministers.

Entry into force

The agreement, which will be presented by the members of the Committee to their associations, must be endorsed throughout this Friday by the sector for its entry into force.

royal decree

These measures are added to those included in Royal Decree Law 3/2022, approved by the Government on March 1 and recently validated in the courts.

In this case, the text contains actions such as the prohibition of loading and unloading operations of merchandise by drivers, except in very specific cases such as removals, package delivery, tow trucks or other similar.

The limitation to 1 hour of waiting times in the loading and unloading areas, with the right to be compensated if this limit is exceeded, and the reinforcement of transport inspection.

In addition, it will be mandatory in all transportation contracts of the price review clause due to the variation in the price of fuel, applying the formula approved by the Administration, and the mandate is established for the Ministry of Transportation to approve a standard of loading and unloading areas in relation to the facilities and services available

both physical and digital, to promote the best conditions and provisions for the well-being of drivers and the best operations.
