• According to a survey of 180 business leaders in the Gironde, 40% of managers have already felt a negative impact of the war in Ukraine on their business.

  • The crisis around certain raw materials could thus have an impact on aircraft construction programs.

  • The Bordeaux-Gironde CCI has therefore reactivated its crisis system, which had been put in place at the height of the Covid-19 crisis.

A fear of "economic and social upheavals in the coming weeks, if the conflict does not stop".

The president of the Bordeaux-Gironde Chamber of Commerce and Industry (CCI), Patrick Seguin, admitted on Tuesday that his "usually positive nature" is now being undermined with the war in Ukraine and its consequences.

At the request of the government, the CCI “reactivated” its “crisis system put in place during Covid-19, given the gravity of the situation in Ukraine.

“We are on maximum alert, and we must react in the same spirit of the” whatever the cost “set up in March 2020” even if “we do not yet have the details of the support that will be put in place” , explains Patrick Seguin.

“We have a kind of wall in front of us”

In a survey of 180 Girondin business leaders a few days ago, although it emerged that only 9% of them have trade with Russia and Ukraine, "40% of leaders felt a immediate negative impact on their activity by ricochet, that is to say by increasing the cost of raw materials, or by lack of raw materials”.

59% of them already mention supply difficulties, and 31% anticipate a short-term impact.

Manufacturers are the most affected: 54% felt an immediate negative impact.

“The problems are piling up, and things are going very, very quickly, worries the president of the CCI.

We have a kind of wall in front of us.

We have transporters who prefer not to take their trucks out because, given the price of fuel, it would be a loss.

Agricultural companies are also on the front line, “although the impact for them could be felt in a few months, given that there will be no or little harvest in Ukraine this year.

The fear of cyberattacks

“There are also unimagined consequences, with companies using raw materials from those countries, I'm thinking of titanium for aeronautics.

This could have impacts on aircraft construction programs, civil or military.

We will have to find substitute products, which will take time.

The space and aeronautics sector is indeed very present in the department, with factories like Dassault or Thalès.

The fear of cyberattacks against businesses is also real.

"You have to carry out audits regularly, you have to take the time to change your passwords by making them more complex, to close unknown sites and above all not to open emails in .uk or .ur, because that's where we can be hacked.

The security of remote communication tools, such as Skype or Teams, must also "be reinforced".

“We know something about it at the CCI since we ourselves were the subject, in September 2021, of a cyberattack with a ransom demand of 1.5 million euros, which we did not paid.

This disturbed us for three weeks.

Finally, there will also be the question of the employment of displaced Ukrainians.

“A good number of companies will offer jobs for these displaced people, as long as they have the skills and want to work,” assures Patrick Seguin.

Some 11,000 displaced Ukrainians are expected in the New Aquitaine region.

“Their displaced status gives them the right to work the day after their arrival, and this may be of interest to our businesses, particularly in the hotel and catering industry, which is short of manpower.
