  At present, the integration and development of automobile intelligence and networking is accelerating. With the strong support of various national ministries and commissions, the development of the intelligent networked vehicle industry has achieved remarkable results.

  In his view, there are still problems in the current ICV industry. For example, the lack of specific provisions on car data security and privacy protection is not conducive to the healthy development of ICVs; the application of ICV integration is not sufficient, and most of them rely on a single industry alone. The data is not effectively integrated; in terms of system data, there is a lack of a unified standard data center, and the integration of people, vehicles, roads, fields (parking lots), and signal systems is insufficient, and there are data barriers and island effects; ICV regulations still need to be Further research and improvement, including the identification of the safety responsibility of intelligent networked vehicles, the identification of responsibility for traffic accidents, the identification of the main body of responsibility for automatic driving, and the ethics of automatic driving, etc., are not conducive to the healthy development of intelligent networked vehicles.

  In this regard, Zhu Huarong suggested that the legal and regulatory system should be improved to accommodate the development of emerging industries within a safe and controllable range; government guidance, regulatory guarantees, and standard unification should accelerate industry cooperation and break down data barriers; reasonably formulate automotive data security and privacy protection requirements , establish a trusted vehicle data circulation channel, and further promote the development of intelligent networked vehicles while meeting data security requirements.
