However, the poor circulation and export of second-hand equipment has led to the continuous expansion of the "barrier lake" in the domestic market, which has become a pain point for the transformation and upgrading of the industry.

  Liu Feixiang, deputy to the National People's Congress and chairman of China Railway Construction Heavy Industry Group, suggested that the pilot free trade zone should be used as a pilot to explore new paths for the export of second-hand equipment, and help and promote second-hand equipment export-related enterprises to boldly enter the overseas market.

  Since the beginning of the 21st century, with the continuous improvement of the trading mechanism of the global second-hand equipment industry, the trading volume of second-hand equipment has expanded rapidly, and the market has become more mature.

Caterpillar, Komatsu and other world-renowned equipment manufacturing companies have made arrangements one after another, and accelerated their exploration in terms of second-hand equipment standard construction, transaction mode, and after-sales service, taking them as an important means to promote enterprise transformation and upgrading.

  Since being elected to the National People's Congress in 2018, Liu Feixiang has carried her representative card with her to remind herself to perform her duties well.

In recent years, he has submitted a number of proposals, almost all of which are related to equipment manufacturing.

  Liu Feixiang found through research that Hunan, a major equipment manufacturing province, has four global top 50 construction machinery manufacturers, including Sany Heavy Industry, Zoomlion, Railway Construction Heavy Industry, and Shanhe Intelligent, and its foreign trade exports of new machines account for the entire country. About 25% of the export volume, but the second-hand equipment export trade accounts for less than 1% of the province's new machine foreign trade export volume, and less than 500 units are exported each year.

  "It is very necessary to export second-hand equipment." Liu Feixiang believes that first, it is conducive to the formation of a double cycle inside and outside the industry, which can promote the output of domestic equipment manufacturing capacity to the greatest extent, and at the same time, it can also resist the production capacity of the industry entering a downward cycle to a certain extent. Excessive sales, sluggish sales and market risks; second, it can greatly expand the new way of market development after the equipment manufacturing industry, significantly improve the ability and level of China's second-hand equipment to "go global", and further enhance the international influence of China's equipment industry.

  Liu Feixiang said that at present, the export of second-hand equipment mainly has problems such as lack of transaction tax rules, irregular standard system, imperfect display platform, and imperfect after-sales service.

"Currently, domestic second-hand equipment export transactions are mainly traders. Since second-hand equipment recycling mode is mostly personal transactions, there is generally no input tax bill for recycling second-hand equipment, and there are no specific rules for paying taxes and fees on second-hand equipment for construction machinery, resulting in There is no sense of security for traders to operate.”

  Liu Feixiang suggested that the Hunan Pilot Free Trade Zone should be used as a pilot project, and a construction machinery recycling equipment export trading center should be established based on the free trade zone. Based on the center, full-chain services such as second-hand equipment recycling, inspection and testing, product certification, and tax invoicing should be carried out. It solves the problems of 'no bills' and 'who will issue the bills' in the process of the second-hand equipment export transaction chain, guarantees the quality of second-hand equipment exports 'Made in China', and enhances China's dominance and bargaining power in the formulation of global advanced manufacturing rules.

  At the same time, support Hunan to take the lead in developing a standard system for second-hand equipment export related groups, build second-hand equipment value evaluation standards and remanufacturing standards, and establish an independent third-party inspection and testing agency to enhance the trading confidence in the second-hand equipment export market.
