According to the provisions of the CPTPP, we have sorted out the laws and regulations and some reform measures that China needs to improve or amend.

At present, we are also in the process of contacting, communicating and negotiating with relevant members in accordance with the CPTPP accession procedure.

  Wang Shouwen said that the CPTPP is a high-standard international economic and trade agreement, and this high standard is consistent with China's direction of further deepening reform and opening up.

China has signed a lot of free trade agreements. We want to join the CPTPP. The opening commitments to be made in terms of market access will exceed the existing and all contracting practices. For example, the rules of the state-owned enterprise CPTPP require state-owned enterprises and other types of enterprises to compete fairly, which is a core requirement for state-owned enterprises.

This is consistent with the market-oriented reform of state-owned enterprises that we adhere to. As independent market players, Chinese state-owned enterprises are also based on commercial considerations. They participate fairly in competition with private enterprises and foreign-funded enterprises. Business activities are carried out in accordance with the principles of legalization and rule of law.

Therefore, we have the conditions to fulfill the obligations of the CPTPP related to the rules of state-owned enterprises.

  Referring to the relevant regulations in the field of e-commerce, Wang Shouwen said that the relevant regulations of the CPTPP on e-commerce are very high, and its regulations and regulations are also consistent with the direction of China's participation in international digital economic cooperation and continuous optimization of the digital business environment. .

In recent years, our country has passed three laws, namely the Data Security Law, the Cybersecurity Law and the Personal Information Protection Law.

At present, the relevant departments are formulating relevant implementation regulations or detailed implementation rules to match the three laws. The Ministry of Commerce is working with relevant departments to formulate these implementation regulations or detailed rules, and also strives to meet the requirements of the CPTPP rules in combination with the provisions of the CPTPP.

Therefore, we are ready to conduct detailed communication and consultation with relevant member states on all issues and clauses of the CPTPP.
