"The western region is a labor exporting place. How to get the labor force in the western region to find employment nearby will determine the success or failure of the effective connection between poverty alleviation and rural revitalization." Member of the National Committee of the Chinese People's Political Consultative Conference, vice chairman of the Guangxi Zhuang Autonomous Region Political Consultative Conference, China National Democratic Construction Association Guangxi Qian Xueming, chairman of the Zhuang Autonomous Region Committee (hereinafter referred to as the "Guangxi District Committee of the Democratic National Construction Association"), said in an interview with a reporter from China News Agency in Nanning, Guangxi.

Qian Xueming said that as more and more young and middle-aged farmers leave their hometowns to work, a large number of "left-behind children" and "left-behind elderly people" have also emerged in the vast rural areas.

With the elderly and children at home, it is difficult for young people to go out to work.

"When parents are sick, their children who work abroad have to go back to their hometown to take care of them, and migrant workers are often an important source of income for rural families in the western region." He said that the employment of rural laborers in western China "is a complete solution to the problem of 'oldness' and one The solution to the two 'small' problems".

How can the labor force in western China be employed nearby?

After in-depth research, Qian Xueming believes that the prosperity of the county economy is the "golden key" to solve this problem.

"As the link between the urban economy and the rural economy, the county economy plays an important role in undertaking industrial transfer, optimizing the economic structure, promoting industrialization and new urbanization, and absorbing rural surplus labor."

Qian Xueming appealed that the state should attach importance to guiding and supporting local counties to plan and develop rural characteristic industries, implement special planting and breeding industry promotion actions, promote the integrated development of primary, secondary and tertiary industries, and accelerate the process of new industrialization.

Actively undertake the transfer of domestic industries, especially those in the Yangtze River Delta and Pearl River Delta regions from east to west, and accelerate the formation of a characteristic, clustered, and large-scale county-level industrial system.

"The eastern region should support the transfer of industries with the mentality of 'marrying a daughter'." Qian Xueming noticed in past research that, due to the connection with local fiscal revenue, GDP and industry, the eastern region government often does not care about enterprises transferring industries to the west. Enthusiasm, the efficiency of industrial transfer is not high.

He called on the national level to further strengthen top-level design, innovate policy guidance, promote east-west collaboration, and facilitate the orderly transfer of eastern industries, especially labor-intensive industries, to the west.

Qian Xueming suggested that we should accelerate the urbanization construction with the county seat as an important carrier, build the township into a regional center serving farmers, and speed up the improvement of the county's economic and industrial layout, entrepreneurship and employment, living consumption, people's livelihood security and other shortcomings.

It is not only necessary to promote the orderly urbanization of the agricultural transfer population, but also to create conditions to "bring back" all kinds of talents who are interested in promoting the development of agriculture and rural areas.

By accelerating the "urbanization of people's nearest neighbors", people can live in cities and towns and take root in the countryside, boosting the overall revitalization of the countryside.

At present, some areas in Guangxi have launched innovative actions to accelerate the "urbanization of people nearby".

On December 30, 2021, Yulin City, Guangxi held the "Mobilization Conference on Accelerating Population into the City" attended by party and government officials at the city, county and township levels. Through granting housing loans and subsidy policies, helping children enter the city for school and enjoy agricultural household registration. The "new citizen" policy, such as the two policies for rural and urban areas, remains unchanged, and it is planned that 500,000 people will enter the city within five years.

This can not only accelerate the urbanization construction with the county seat as an important carrier, accelerate the economic development of the county, but also completely solve the problem of "left-behind children".

At the same time, how to solve "old" problems is also crucial.

Since 2019, the Guangxi District Committee of the Democratic National Construction Association and the Amity Foundation have jointly carried out a pilot practice in Dongxin Village, Long'an County, Nanning City, Guangxi, using the village's idle primary school building to open a public "parents canteen", serving more than 110 60 people in the village every day. The elderly over the age of 10 are provided with a free lunch of "two meats, one vegetable, one soup and three or two rice", which basically meets their all-day nutritional needs.

According to statistics, the daily food standard of the canteen is only 5 yuan per person, and it is only 7.7 yuan after adding labor and water and electricity.

Shanglin County, Nanning City, promotes the dean of township health centers to serve as the dean of nursing homes. Some newly built health centers and nursing homes are even separated by a “wall” to solve the problem of sick and disabled elderly seeing a doctor.

Qian Xueming suggested that all localities can explore the construction of collective public canteens in natural villages or administrative villages based on the actual situation of the number of local elderly in rural areas and the average travel distance, so as to provide preferential, convenient and nutritious dining services for the elderly.

At the same time, take the township as a unit, innovate and coordinate the integration of medical and elderly service resources, and promote the integration of medical care and elderly care.

This approach is moderate in scale, easy to recruit, low in cost, close to home, and safe for children. It is a feasible solution to the problems of seeing a doctor and nursing care for the disabled elderly in rural areas.
