Increase the random inspection of genetically modified ingredients in the processing and operation of seeds, severely punish illegal processing and operation in accordance with the law, and prevent illegal genetically modified seeds from entering the market.

  The plan proposes strict import processing supervision.

Strengthen the "three-in-one" review of foreign traders, domestic traders and processing enterprises, and strengthen the supervision of the flow of imported agricultural GMOs.

Strictly check the implementation of safety control measures during loading, unloading, storage, transportation, and processing, and comprehensively check the archives and records of product procurement, processing, sales, and management. It is strictly forbidden to change the use of imported agricultural GMOs, and ensure that all of them are used for raw material processing.

  The plan also requires strict inspection and implementation. The inspection coverage rate of bases applying for agricultural GMO experiments should reach 100%, and the coverage rate of on-site inspections of agricultural GMO research experiments and processing enterprises within the jurisdiction should reach 100%, involving Northeast grain production areas and northwest China. In the relevant provinces of the Southwest Seed Production Base, the coverage rate of prefecture-level cities for corn field sampling testing has reached 100%.
