Among them, it is proposed that all house sales money collected by development enterprises and sales agencies should be directly deposited into the supervision account.

  Specific requirements are as follows:

  (1) Development enterprises and sales agencies shall inform the purchaser to directly deposit the purchase deposit (deposit), down payment, one-time payment or installment payment into the supervision account through his bank account through the bank outlet counter, POS machine or other transfer methods.

  (2) If it is necessary to collect cash under special circumstances, the cash collected shall be deposited into the supervision account within 7 working days from the date of receipt of the cash, and an explanation of the cash collection shall be submitted to the Municipal Housing and Urban-Rural Development Bureau .

  (3) The development enterprise shall authorize the mortgage bank to transfer the money to the supervision account within 10 working days after the mortgage loan of the house buyer is approved and released.

Developers and mortgage banks are not allowed to deduct or transfer mortgage loans to non-custodial accounts.

  (4) The development enterprise shall timely and truthfully report the sales of the project to the Municipal Bureau of Housing and Urban-Rural Development and the supervisory bank; the supervisory bank shall check the sales of the pre-sale project and the collection and deposit of the corresponding house sales payment, and find that the development enterprise has not put the house for sale. If the funds are deposited into the supervision account, the development enterprise shall be notified to deposit and check the account within a time limit, and shall report to the Municipal Housing and Urban-Rural Development Bureau at the same time.

  The "Notice" also pointed out that the developer violated the "Interim Measures for the Supervision of Pre-sale Funds of Commercial Houses in Hainan Province" and the requirements of this Notice, failed to collect and use the pre-sale funds as required, and provided false certification materials to apply for the use of the pre-sale funds to collect other payments. Those who evade supervision in disguised form or have other violations of pre-sale funds supervision regulations, the Municipal Bureau of Housing and Urban-Rural Development shall order them to make corrections within a time limit. During the rectification period, the development enterprise shall not apply for the allocation of pre-sale funds; if the circumstances are serious or refusal to make corrections, the development enterprise shall be suspended The pre-sale of commercial housing in all development projects in our city shall be recorded as the bad behavior of the enterprise, publicized to the public and included in the enterprise credit information system.
