  Zhang Xiaohong said that it is necessary to speed up the introduction of the implementation plan for carbon peaking in the field of urban and rural construction, focusing on several aspects:

  First, promote urban green and low-carbon construction.

There are three main aspects: First, optimize the urban structure and layout, promote group development, strengthen the construction of ecological corridors, strictly control the new super high-rise buildings, and strengthen the management of demolition of existing buildings.

The second is to build a green and low-carbon community, strengthen the construction of a complete community, and build a 15-minute living circle.

The third is to vigorously develop green buildings, accelerate the energy-saving renovation of existing buildings, promote the application of renewable energy in buildings according to local conditions, optimize the energy structure of urban construction, and promote green and low-carbon construction.

  Second, build a green and low-carbon village.

By building a natural and compact rural pattern, promoting the construction of green and low-carbon farm houses, strengthening the treatment of domestic waste and sewage, and promoting the application of renewable energy, we will comprehensively promote energy conservation and carbon reduction in rural areas.

  Third, strengthen safeguard measures.

The focus is to study and establish two systems: one is to establish a statistical monitoring system for urban and rural construction, and to formulate statistical measurement standards for carbon emissions in the field of urban and rural construction; the other is to build an assessment and evaluation index system.

Through dynamic monitoring of carbon emissions and objective evaluation of energy saving and carbon reduction work, an effective incentive and restraint mechanism will be formed to jointly promote the realization of the goal of carbon peaking and carbon neutrality in the field of urban and rural construction.
