Taking Meituan as an example, on the application page for its takeaway merchants to settle in, it clearly stated that "the store needs to have an offline physical store, and if there is no physical store, it cannot pass the review."

"It is necessary to have business licenses that comply with national laws, including but not limited to business licenses, various licenses, franchise certificates, etc.; eliminate false qualifications, and offenders cannot cooperate."

  The reporter inquired about the merchants who entered the Meituan takeout platform and found that the documents displayed in the merchant's food safety file for the merchant's qualification information are the business license and the food business license. The business address in the two documents is also the same as the actual address displayed by the merchant on the platform.

Many people in the industry said that when applying to enter the Meituan food delivery platform, the main thing is to submit these two certificates. The business address in the certificate must be the same as the offline store address.

  On February 23, the reporter used the 58.com app to search for “Meituan without a license” and “Meituan agency”. As a result, a number of companies providing related services appeared.

The reporter said that there were no offline stores, business licenses and food business licenses, and he consulted several of them at random.

Most companies said that if there is no offline business place, they can find another business place to apply for a business license, but the food business license needs to be checked offline.

Without a food business license, you cannot enter the takeaway platform.

  But there are also companies that offer different solutions.

The staff of Chengdu Dennet Enterprise Management Co., Ltd. told reporters that their company can help with the business license and food business license, and the business address can be found for their company. When entering the Meituan takeaway platform, they only need to indicate that the address has changed. That's it.

  In contrast, the staff of Jianxin Business Information Consulting Service Department are more direct, saying that for unlicensed wireless drop-off stores, they can directly apply for the take-out platform, the cost is 900 yuan, and it can be done in about a day.

The staff of Jinshen Financial Consulting Co., Ltd. also stated that their company can provide services for unlicensed and wireless offline stores to enter the Meituan takeaway platform.

  During the consultation process, the staff of Jianxin Business Information Consultation Service Department showed reporters a number of stores that have been successfully handled recently.

But for this way to enter the food delivery platform, the above two companies have clearly stated that the "risk" is very high.

Afterwards, the reporter searched again on the 58.com app with the keyword "Meituan without a license", and indeed no company providing related services appeared.

  Then, if a merchant enters the takeaway platform through an "unconventional" way, how can the platform ensure the food safety of the merchant?

The reporter learned from Meituan that in Meituan, resident merchants must have business licenses, legal self-operated physical stores that meet the requirements, and catering service merchants must also have food business qualifications in order to pass the review.

  Meituan said that recently, some online hackers have tried to launch fake stores through false certificates and fraud.

On the one hand, Meituan Meituan has launched a number of measures to identify and intercept this online black production behavior, and strictly control the audit.

On the other hand, Meituan Takeaway has continued to work with the police to crack down on this behavior. At present, many online black production teams have been arrested on suspicion of forging and altering documents of state organs.
