  According to the deployment, the object of the census is the soil of agricultural land such as cultivated land, garden land, forest land, grassland and some unused land.

Among them, the forest land and grassland will focus on the land related to food production, and the unused land will focus on the land related to reclaimable arable land resources, such as saline-alkali land.

  The contents of the census include soil properties, types, site conditions, and utilization conditions.

Among them, the character census includes field soil surface sample collection, physicochemical and biological character index analysis and testing, etc.; type census includes profile excavation observation, sampling and testing of main soil types, etc.; site condition census includes topography, hydrogeology, etc.; utilization status census Including infrastructure conditions, vegetation types, etc.

  Soil census is an important survey of national conditions and national strength, involving a wide range, many participating departments, heavy tasks and high technical requirements.

  The notice pointed out that in order to strengthen organizational leadership, the State Council's third national soil census leading group was established to be responsible for research and decision-making on major issues in the organization and implementation of the census.
