  On the 14th, the Environmental and Resources Department of the National Development and Reform Commission issued an interpretation that the "Guiding Opinions" are of great significance to promoting the synergy of pollution reduction and carbon reduction, promoting the continuous improvement of the quality of the ecological environment, and helping to achieve carbon peaking and carbon neutrality.

  The "Guiding Opinions" pointed out that it is necessary to adhere to local conditions, make precise efforts to make up for shortcomings and weaknesses, and gradually improve the capacity of domestic waste classification and treatment.

The "Guiding Opinions" proposes to build a domestic waste treatment system for classified delivery, classified collection, classified transportation, and classified treatment, and deploys specific index requirements for classified collection and transportation, incineration processing capacity, and resource utilization rate. In areas with a transportation volume exceeding 300 tons, the "Guiding Opinions" emphasizes accelerating the construction of incineration treatment facilities.

For areas that do not have the conditions to build large-scale waste incineration treatment facilities, the "Guiding Opinions" encourages the construction of incineration treatment facilities through cross-regional co-construction and sharing.
