　　刚刚结束的成都市“两会”上，政府工作报告晒出了2021年成都经济基本盘。

　　2021年，成都全市实现地区生产总值1.99万亿元，同比增长8.6%，超2021年初政府工作报告提出的预期目标1.1个百分点，两年平均增长6.3%。

　　日前，成都商报-红星新闻采访成都市发改委，“复盘”2021年成都经济的质与量。

　　站上新位势

　　千亿级区总数增至9个 百亿级区（市）县站上新台阶

　　在全市经济稳中有进的大盘中，23个区（市）县争先进位、刷新排名，部分区（市）县取得阶梯性突破，站上新的位势。

　　其中，成都的千亿级区总数增至9个。

　　成都高新区地区生产总值突破2800亿元、增长11.1%，新增上市公司11家，净增高新技术企业610家，高新综保区进出口额连续第4年全国排名第一。

　　龙泉驿区首次迈上1500亿元台阶，全年整车产量104.3万辆、连续6年超百万，获评“2021最具投资吸引力产业园区”。

　　成华区经济增速达9.9%、居中心城区首位，实现地区生产总值1273.3亿元，全国百强区排位提升4位。

　　双流区实现地区生产总值1130.6亿元、增长8.7%，电子信息产业产值突破1000亿元，规上工业增加值增长19.3%。

　　新都区首次突破1000亿元大关，依托关键“链主”成飞、中车等引进“链属”企业100余家，带动民间投资占比提升至73.3%。

　　百亿级区（市）县竞相站上新台阶。

　　郫都区突破700亿元，青白江区、彭州市迈上600亿元台阶，金堂县突破500亿元。

　　其中，彭州市实现5年跨上3个百亿台阶，2021年地区生产总值602.0亿元、增长11.2%，增速居全市第一，新材料产业实现产值539.4亿元、增长35%。

　　成都市发改委相关负责人在解读区（市）县数据时表示，从各区（市）县经济总量、经济增速和排名可以看出，成都的经济靠中心城区发挥“稳定器”作用、城市新区起到“发动机”作用、郊区新城起到“加速器”作用。不同层次的经济地理支撑全市规模能级提升、功能结构优化。

　　建圈强链

　　诞生全省首家本土世界500强企业

　　从产业结构来看，成都的产业结构正不断优化。数据显示，三次产业增加值分别增长4.8%、8.2%和9.0%。

　　其中，工业经济稳中提质。五大先进制造业增加值增长11.2%，带动规上工业增加值增长11.4%，生物医药、轨道交通装备纳入国家战略性新兴产业集群。成都的工业互联网取得发展，获批国家服务型制造示范城市、国家人工智能创新应用先导区。

　　现代服务业稳步恢复。新引进总部经济重大项目35个，规上生产性服务业营业收入增长20.8%，获批全国首批服务型制造示范城市。获批全国首批城市一刻钟便民生活圈试点，全年批发和零售业、住宿和餐饮业分别增长11.7%、19.0%。

　　都市现代农业提质增效。建成32.8万亩高标准农田，粮油再获丰收、产量达到230.6万吨；生猪产能全面恢复，出栏417万头、存栏279万头。

　　值得注意的是，2021年成都聚焦提升产业生态“建圈”、做强重点产业“强链”，全面推行“链长制”，整合构建12个产业生态圈、20个重点产业链。建圈强链行动在做强实体经济支撑、带动企业发展上起到了重要作用。

　　数据显示，2021年成都的30强制造业企业保持30.7%的快速增长，四川领吉、巴莫科技、中电熊猫、神龙汽车产值增长超1倍。新增4家全国制造业“单项冠军”，新增国家专精特新“小巨人”企业62家、总数达到107家。此外，新希望成为全省首家本土世界500强企业。

In 2021, Chengdu will have 627,000 newly registered market entities, with newly registered enterprises accounting for 53.4%, and the total number of market entities will reach 3.32 million, ranking second in sub-provincial cities.

The total profits of industrial and service enterprises above designated size increased by 21.3% and 24.4%.

The electricity consumption of the whole society, industrial electricity consumption and the value-added tax invoices issued by enterprises increased by 13.6%, 7.9% and 22.1% respectively.

　　How can Chengdu's economy grasp the "stability" of the fundamentals and seek the "advance" of new kinetic energy, so that the "troika" of investment, consumption and export can stimulate kinetic energy in the process of recognizing and changing?

　　Data show that in 2021, Chengdu's total investment in fixed assets, total retail sales of consumer goods, and total foreign trade imports and exports will increase by 10.0%, 14.0%, and 14.8% year-on-year, and the two-year average growth rate will be 9.9%, 5.5%, and 18.5%.

　　The investment structure continued to be optimized.

356 major projects were introduced, 245 key projects were started, 148 were completed, and an investment of 488.28 billion yuan was completed.

Investment support in key areas and key regions is strong. The investment in Sichuan Tianfu New District, Chengdu Direct Management District, Chengdu Eastern New District and High-tech Zone increased by 16.3%, 20.0% and 13.7% respectively.

　　From the perspective of investment, Chengdu has placed the development and improvement of people's livelihood as a top priority.

Investment in public services increased by 43.8%, of which investment in education, health and social work, public management social security and social organizations increased by 18.2%, 89.0% and 73.1% respectively.

　　Last year, Chengdu implemented ten major projects for a happy and beautiful life, promoted 352 major projects with an investment of 190.4 billion yuan, and focused on promoting the implementation of 3,601 practical projects for people's livelihood. The satisfaction of public service quality ranked first in the country, and it has been ranked among the "best in China" for 13 consecutive years. "Happy Cities" list.

Chengdu accelerated the construction of an international consumption center city, innovated the supply of scenarios, launched 8 demonstration consumption scenarios and 10 new characteristic consumption scenarios, cultivated 100 night-time economic demonstration sites, optimized and upgraded 42 key business districts such as Jiaozi Park, and 165 specialties. In the commercial district, over 700 first brand stores have been introduced, the first duty-free store in the city in southwest China has been established, and a duty-free store at the entry port of Tianfu International Airport has been built. There are 155 tax-refund stores at the departure point, and the consumption level and quality have been improved.

　　外资外贸稳健增长。成都外贸进出口总额突破8200亿元，跨境电商交易规模增长57.2%，市场采购贸易出口货值增长3.4倍，外商直接投资增长67.2%。国际(地区) 航线增至131条, 旅客、货邮吞吐量分别达到4447.2万人次和64.9万吨，双流国际机场旅客吞吐量居全国第2位。开行国际班列4250列，成都始发的中欧班列新增连接境外城市10个、总数达68个。

　　“随着《成渝地区双城经济圈建设规划纲要》《成都都市圈发展规划》的正式对外发布，成都正加紧项目谋划、实施和开工，以项目建设推动国家战略的落地见效。”成都市发改委相关负责人表示，2022年，成都将抓住当前国家宏观政策的重要窗口期，聚焦重大产业项目、重大基础设施、重大公共服务三大方向，以900个市重点项目为核心，全面实施重大项目攻坚大会战，形成项目滚动接续、压茬推进的良好态势，将政策的优势转化为经济稳中有进的态势。
