2021重点工程支撑全市投资三成以上
负责人表示，2021年，北京全市上下一盘棋，在做好疫情防控的同时，有序有力推动重点工程建设。一批区域基础设施一体化、城市安全、社会民生项目有序落地：
——市重点工程全年完成投资超2800亿元、超额完成年度计划，投资完成占全市投资三成以上；
——开工率创近年最高水平，新国展二期、北京工人体育场改造复建项目等一批引领性、标志性重大项目开工建设；
——年内超60个项目竣工投产，轨道交通9条线路通车，环球主题公园盛大开园，北京电影学院怀柔新校区等一批重大社会民生项目顺利完工；
——重点工程建设带动形成城市副中心、城南地区、“三城一区”等区域投资增长极，经济社会效益显著，充分发挥了稳定社会预期、展现发展理念、惠及生产生活的关键作用，为首都高质量发展提供有力支撑。
以重大项目带动扩大有效投资
负责人表示，“3个100”市重点工程将发挥稳定投资运行、拉动经济增长、带动城市发展的品牌效应和示范引领作用，更加突出科技创新、高技术制造业、现代服务业、城市更新等重点领域，以重大项目带动扩大有效投资，推动北京市“十四五”规划各项任务落实落地。
据介绍，北京将集中资源推动城市副中心、城市南部地区、“三城一区”等重点地区建设，在项目安排、资金投放、政策创新等方面重点保障和突破。

五是不断提升能源、供水等城市运行保障能力，促进源头减量和垃圾分类，安排能源、水务、固液态废物处理等市政设施项目34个，包括永定河山峡段综合治理与生态修复工程、安定循环经济园等。
100个重大民生改善项目
负责人表示，北京聚焦“七有”“五性”，尽力而为、量力而行补齐公共服务短板，持续保障和改善民生。同时，围绕韧性安全城市建设，新增一批能源安全保障、水毁修复、应急物流保障项目；围绕激发社会投资活力，新增一批国际医院、国际学校和引入社会资本参与的城市更新项目。当年计划投资1667亿元，占比近六成。
一是加大保障性租赁住房等政策性住房建设力度，安排政策性住房项目8个。
二是全面推进高质量教育体系建设，优化教育资源布局，安排教育项目22个，包括清华大学通州金融发展与人才培养基地、中国人民大学通州新校区一期建设项目、一零一中学怀柔校区扩建项目等。
三是加强突发公共卫生事件应急能力建设，推进一批优质医院新院区建设，积极应对人口老龄化，着力补齐养老服务设施缺口，安排医疗养老项目23个，包括北京口腔医院迁建工程等。
