The relevant person in charge of the National Development and Reform Commission said that the "Planning" is the overall design and systematic guidance for promoting the construction of a modern circulation system for a period of time in the future. It is of great significance for cultivating a complete domestic demand system, promoting the formation of a strong domestic market, and accelerating the construction of a new development pattern.

"At the same time, we will expand new areas and new models of logistics services." Zhang Guohua said that various forms of railway express transportation will be developed, and high-speed railways will be piloted for multi-model and large-volume express transportation.

Promote the development model of intensive smart green logistics, expand the application scope of new energy transportation tools, promote the recycling and sharing of green packaging technology and logistics standardized equipment, and encourage the construction of a reverse logistics system for waste materials that integrates online and offline.
Focusing on enhancing the competitiveness of diversified international logistics, the "Plan" proposes measures such as strengthening the construction of international aviation logistics capabilities, expanding inland international intermodal transport channels, and improving the level of international shipping services.
Zhang Guohua said that the construction of a professional cargo hub airport will be promoted in a stable and orderly manner, and advantageous enterprises will be supported to build a strong international cargo fleet.
Optimize the plan for the operation of China-Europe freight trains, and accelerate the construction of the demonstration project of the assembly center.
Expand the international route network of coastal ports, strengthen the construction of international hub seaports, and promote the formation of world-class fleets by shipping enterprises.
Enhance port logistics service capabilities, rationally deploy and construct inbound and outbound mail express processing centers, and improve supporting facilities and service platforms such as comprehensive bonded areas and bonded logistics centers.

At the same time, online retail sales of physical goods accounted for nearly a quarter of the total retail sales of consumer goods for two consecutive years.
