布局新一年经济发展，各地陆续“亮”出为企业纾困减负、增强内生动力的实招。记者连日来从安徽、江苏、浙江、重庆等地召开的地方两会上了解到，多省(市)政府工作报告提出不少为企业减税降费、提升竞争力等的政策。
当前我国经济下行压力仍然较大，部分企业特别是中小微企业面临较大困难，亟待减轻企业负担、提振发展信心。
中央经济工作会议要求，实施新的减税降费政策，强化对中小微企业、个体工商户、制造业、风险化解等的支持力度，适度超前开展基础设施投资。
各地积极贯彻落实中央要求。安徽省政府工作报告提出：全面落实国家减税降费政策，出台助企纾困促进经济平稳健康发展的政策举措，进一步减轻企业负担。
江苏省发展和改革委员会主任李侃桢表示，江苏省落实国家出台的制造业中小微企业阶段性税收缓缴措施，累计为30.2万户企业办理延缓缴纳税费201.2亿元。及时出台“苏政30条”等一揽子政策措施，新增减税降费超1000亿元，助力企业稳产增效、恢复发展。
2021年以来，受原材料价格上涨等因素影响，浙江耀华建设构件科技有限公司资金压力大，阶段性税收缓缴措施有效帮助企业纾解了经营压力。“2021年11月以来，我们已经缓缴税款128万元，有效缓解了眼下的运营困难。”企业负责人郭义弘说。
融资难题让不少中小微企业“头疼”。多地提出引导金融机构加大对实体经济特别是小微企业、科技创新、绿色发展的支持。
重庆市政府工作报告提出：将健全面向小微企业、覆盖所有区县的政府性融资担保体系，扩大制造业中长期贷款和商业价值信用贷款规模；强化初级产品供给保障，帮助企业解决缺煤、缺电、缺芯、缺柜、缺工等要素短缺问题，让企业增强信心、轻装上阵、加快发展。
“为缓解资金困难，我们申请了政策性贴息贷款‘科技贷’。以前申请要去多个部门，整个流程跑下来要40多天。但这次通过铜陵市网上金融服务大厅线上办理，两分钟就完成申请，不到两周银行就通知放款了。”安徽荣达阀门有限公司相关负责人胡光荣告诉记者。
