At the Shanghai Two Sessions in 2022, the delegates have suggested that Shanghai will develop new tracks and look for new opportunities.

"Horizontal opening", and proposed "actively build two-way opening 'three major platforms' (China International Import Expo, Yangtze River Delta Ecological Green Integrated Development Demonstration Zone, Hongqiao International Open Hub)".

　　Promoting the coordinated regional development strategy is an important starting point for expanding high-level opening up, and the 2021 Central Economic Work Conference also emphasized the need to further implement the coordinated regional development strategy.

　　"We should fully seize the opportunity of the "Regional Comprehensive Economic Partnership Agreement" to strengthen the layout of the 'four functions' in the Hongqiao International Open Hub." Member Zhang Yi suggested that the development and agglomeration of cross-border e-commerce industry clusters should be emphasized, and development and international Trade-related digital service companies build or introduce well-known functional platforms, especially scientific and technological innovation platforms, to gather and coordinate all elements and resources, and cultivate and develop industrial clusters of technology enterprises.

　　Zhang Yi said that building a leading area for socialist modernization is a major historical mission entrusted by the CPC Central Committee to Pudong, and the Hongqiao International Open Hub is an important layout for Shanghai to carry the national strategy for the integrated development of the Yangtze River Delta.

"To realize the east-west linkage between Pudong and Hongqiao, and to realize the higher-level integration and linkage of the two national strategies that are both dislocation and synergy, will better promote the entire development pattern of Shanghai, and it will also be more conducive to Shanghai's active role in leading."

He proposed that Shanghai should further enhance Shanghai's function as an open hub and gateway in the global investment and trade network, comprehensively promote the construction of Pudong's special economic function zone, and create a new highland for industrial opening and innovation; continue to enhance the function of Hongqiao as an international open hub, and create a linkage between the Yangtze River Delta and service A new open engine that radiates across the country and the world.

　　Wang Jun and Huang Guoping noted that in the construction of the Hongqiao International Open Hub, the economic foundation of the northward expansion belt is better than that of the southward expansion belt, and the development of the "two belts" between the north and the south is significantly different.

They suggested realizing the dislocation and linkage development of the "two belts", making good use of the big platform of the China International Import Expo, and establishing a "two belts" industrial cooperation mechanism around the industrial chain, so as to improve the energy level of the "Great Hongqiao" as a whole.

　　作为虹桥国际开放枢纽的核心承载区，虹桥国际中央商务区亦应抓住机遇乘势而上。上海市人大代表、闵行区委书记陈宇剑表示，虹桥国际开放枢纽建设总体方案的29项政策中，闵行区已落地11项，涉及跨境金融、外资准入、人才管理改革、离境退税等方面。其余18项政策中，除2项涉及航运服务外，另外16项正在积极对接市级部门，并在区内加大推介力度，今年将积极争取落地应用。

　　上海市人大常委会委员、上海交通大学安泰经济与管理学院教授吴冲锋直言，上海高质量发展最重要的还是创新和对外开放。要加强吸引全球人才加盟政策力度，抓住浦东改革开放再出发机会，进一步优化营商环境。

　　在代表委员们看来，无论是浦东引领区、临港新片区，还是长三角一体化示范区、虹桥国际开放枢纽，这些重点区域应在今年乃至更长远的未来保持领先一步，牵引上海发展。(完)
