新疆冰雪经济乘势而上

走进冬日的阿勒泰地区，便进入了雪的世界。阿勒泰地处新疆最北部，存雪期长、雪量充沛，是“人类滑雪起源地”。近年来，当地立足冰雪这一特殊资源，孕育发展新动能。与此同时，新疆北疆其他地州市以及南疆部分地区，也积极推动冰雪经济高质量发展。
作为全国最西部的省区，新疆能否舒展冰雪经济“另一翼”，与东北、华北共同形成“两翼齐飞”的发展格局？千里行程只问雪，记者近日走进乌鲁木齐、昌吉和阿勒泰等地，探寻雪花背后的力量。
迎头赶上
周末，乌鲁木齐市南郊的丝绸之路国际度假区一改往日沉寂，滑雪爱好者沿着雪道高速滑行，他们身着五颜六色的滑雪服，让银色大地变得绚丽多彩。随着气温逐渐降低，新疆各滑雪场相继开门迎客，开启了新滑雪季。
“在降雪量大的城市周边，几乎都建有滑雪场。”滑雪发烧友吴玉斌说。记者从新疆维吾尔自治区文旅厅了解到，目前新疆共有66处滑雪场，还有2处正在建设中；从2016年以来，平均每年新增5处。
新疆大部处于世界冰雪黄金纬度带，是我国冰雪资源最为丰富的省区之一。但与东北地区比，新疆冰雪经济起步较晚，“白色资源”综合开发利用水平相对不高。如何迎头赶上，成为新疆各地文旅部门、旅游企业的共识。
为筹备滑雪季，丝绸之路国际度假区、可可托海国际滑雪度假区、白云国际滑雪场等都加强了硬件建设，兼具专业性和大众性；将军山国际滑雪度假区等还进行了灯光改造，打造夜间滑雪场。
“要研究怎么能吸引人，更要琢磨怎么持续吸引人。”富蕴县可可托海泰蕴旅游投资发展有限公司总经理王磊认为，近年来新疆滑雪旅游市场规模迅速扩大，一个重要因素是产品供给丰富，多元化的滑雪体验带旺了市场。

Industrial talents will guide and help the intelligent construction of key ice and snow scenic spots and ski resorts in Xinjiang; Xinjiang will provide a training base for the development of Jilin's ice and snow industry.

The long snow period is an advantage for Xinjiang to develop the ice and snow economy, especially the Keketuohai International Ski Resort in Fuyun County, where the snow period can reach 7 months.
Taking advantage of this favorable condition, Xinjiang took advantage of the time difference and made careful layouts to create a "late autumn and early spring ski resort" selling point when most winter tourist destinations have not yet opened their doors, and when the Spring Festival has basically died down.
Although it has innate favorable conditions, it is not enough to attract visitors.
Therefore, on the one hand, it is necessary to increase investment and improve the hardware facilities; on the other hand, it is necessary to continuously improve the service level.
In recent years, some areas in Xinjiang have closely adhered to these two points and built a solid foundation for the development of the ice and snow economy.
For example, Fuyun County has vigorously implemented infrastructure improvement projects. During the "13th Five-Year Plan" period, investment in various types of tourism infrastructure reached 1.04 billion yuan, and the Keketuohai International Ski Resort with the largest altitude difference in China was built.
With the arrival of the ski season, Altay is even more lively.
The city's Jiangjun Mountain Ski Resort is the only ski resort in Xinjiang that has 2 ski trails certified by the International Snow Federation.
This ski resort has both organic pressure ski tracks and "wild snow", adding challenging games such as jumping platforms and wave packs, as well as smooth skiing at night.
The ice and snow economy has obvious seasonality. After attracting tourists, how to enrich the connotation of ice and snow tourism and improve the "viscosity" of tourist destinations is a key.
In this regard, some prefectures and cities in Xinjiang have made active explorations based on their local characteristics.
For example, many regions have implanted folk customs into winter tourism, allowing tourists to experience the rich folk culture while enjoying the ice and playing in the snow.
The Altay region has launched activities such as nomadic experience, ancient fur skiing experience, and fur skiing events; the "Winter Nadam" held in Bortala Mongolian Autonomous Prefecture allows tourists to experience snow horse racing and other activities, injecting new elements into ice and snow tourism.
According to Liu Kechuan, director of the Culture, Sports, Broadcasting and Tourism Bureau of Altay, every county, city and scenic spot in the region has at least one amateur team for ice and snow sports, and has held national qualification certification training courses for junior social ski instructors for three consecutive years, with 1,000 people established. old ski team.

Some areas in Xinjiang vigorously develop winter hot spring recuperation, forest skiing, and in some places, combined with the promotion of Kazakh ethnic medicine, they have launched "ice and snow tour + vacation" and "ice and snow tour + health care", breaking the previous "exploration-style" and "singleness" travel mode , to improve the comprehensive economic benefits of ice and snow.
