完善分时电价政策，拉大峰谷价差和浮动幅度
《方案》提出，进一步完善居民用水、用电、用气阶梯价格制度。完善分时电价政策，有效拉大峰谷价差和浮动幅度，引导用户错峰储能和用电。
生活垃圾处理逐步实行分类计价和计量收费

探索实施全国绿色消费积分制度
《方案》提出，探索实施全国绿色消费积分制度，鼓励地方结合实际建立本地绿色消费积分制度，以兑换商品、折扣优惠等方式鼓励绿色消费。鼓励各类销售平台制定绿色低碳产品消费激励办法，通过发放绿色消费券、绿色积分、直接补贴、降价降息等方式激励绿色消费。

探索实行利于缓解城市交通拥堵停车费政策
《方案》提出，逐步扩大新能源车和传统燃料车辆使用成本梯度。完善城市公共交通运输价格形成机制，综合考虑城市承载能力、企业运营成本和交通供求状况，建立多层次、差别化的价格体系，增强公共交通吸引力。探索实行有利于缓解城市交通拥堵、有效促进公共交通优先发展的停车收费政策。
推动落实全面取消二手车限迁政策
