Continuing to investigate further, the seller explained that the mobile phone purchased by Mr. Lin was delivered by the agent, but the other party was "swiping the bill" that day, and mistakenly regarded him as a billing user. Although the express company website can check the logistics information, but in fact and did not ship.

  In the express delivery industry, express packages with real tracking numbers or even real logistics information but no real goods in circulation are called "empty packages".

Generally speaking, there is often only a piece of paper or cardboard in the "empty bag", or just an empty express bag, and some even do not even have a package, but only display a series of virtual logistics information on the online store.

The Wuxi police investigation and judgment found that Li Moumou, who was out of town, was suspected of committing a major crime.

In July 2020, Li Moumou took the initiative to contact the police handling the case, and went from Guangzhou to Wuxi to explain the illegal and criminal facts of his "empty package" business.

According to the investigation, Li Moumou began to operate the "empty package" website online in 2018, and wholesale "empty package" single numbers to online store sellers.

Online shop sellers use these "empty package" tracking numbers to "swipe orders", and then publish false logistics information on the express company's website, thereby forming false sales records.

  Li Moumou explained that these "empty order numbers" were bought from the salesmen of well-known express delivery companies, and the number of orders handed over every day could reach hundreds of thousands.

In order to "make it bigger", he also opened a company, built a website, and recruited personnel to carry out the "empty package" single number trading business.

According to the investigation, Li Moumou made a profit of more than 6 million yuan by operating the online "empty package" business and "swiping orders" for online store sellers.

On January 18, 2022, the People's Court of Liangxi District, Wuxi City heard the case.

The reporter learned that this case is the first "empty package network" case in Jiangsu Province, and it also involves the staff of several express delivery companies.

  Li Peng, the judge in charge of the case and the deputy chief judge of the Criminal Division of Liangxi Court, said that "empty bags" are used by online shop merchants to "swipe orders" to brush up praise and rankings, which is a form of unfair competition and damages the rights and interests of consumers. .

In addition, some other criminal acts have also been derived, such as false shipments by criminals and embezzlement of sellers' money; there are also gambling websites linked to such "empty package" websites, falsely purchasing products, and then recharging for gambling.

She suggested that courier companies should strengthen employee management, plug loopholes, and not leave room for criminal behavior.
